Request for consultant proposals for Village of Ansonia Water System study presented to Commissioners

DARKE COUNTY – The Darke County Commissioners’ regular Thursday, February 5, 2026, meeting started at 9:30 a.m. with Commissioners Aultman, Combs, and Flatter present. The Commissioners then approved the minutes from January 29, 2026.

The Examination and Allowance of bills dated February 5th were presented. The General Fund was $71,750.30, and the Outside General Funds were $258,028.42totaling $329,778.72. They were approved.

The OSU Extension office presented an update with Caden Buschur.

The Auditor presented changes for processing utility bills. Due to changes the companies have made to billing, the Auditor proposed that the Commissioners no longer be required to approve in session utility bills for County offices for Gas, Electric, Water, Trash, Phone and Cell Phone, Internet, and Property Taxes. It was approved.

A planned maintenance agreement with Rieck Services, described in the maintenance program for $22,280.00 per year beginning February 1, 2026, was accepted.

Fund Advances for the Grants Dept., LEPC, and EMA were presented. The Grants Dept. advanced $30,262.74 for the Hamilton property, and the LEPC advanced $7,000.00 for a Federal reimbursement grant. Both were approved. The EMA Dept. then had a fund advance back of $49,317.00, it was accepted.

The Sheriff and the Auditor had expense requests for the Commissioners. The Sheriff for Abby Wilson for lessons learned in the Denise Amber Lee case in Troy, March 10 for $225.00.  Rachel Prickett requested $70.00 to attend the Tactical Crime Suppression Unit-Internet Crimes Against Children in Kettering, February 10. $720.00 was asked for Adam Crumley to attend Miami Co. Crime lab evidence tech Training at the Miami Valley regional Crime lab in Dayton, May 4-15. School Resource Officer Training for Mickala Powell in Springfield, June 15-19, requires $845.00, and School Resource Officer training and DARE Officer Conference at the Kalahari Resort in Sandusky, July 6-8, for Alan Young, Greg Fourman, Kelly Moody, and Dan Stockslager, totaling $3,320.00. All were approved. Then the Auditor requested $830.00 for Brian Holsapple to attend GFOA intro to finance office and Government Accounting in Dublin April 20-22. It was approved.

Kennel Worker Robert Wolf resigned from his position, effective January 28, 2026.

A date was fixed for the resurfacing of various D.C. and Township roads. Bids will be accepted until 1:30 p.m. Thursday, March 12.

A request for consultant proposals for the Village of Ansonia Water System study was presented. Proposals will be accepted until 9:00 a.m., Tuesday, Feb. 24. Packages can be obtained by contacting Susan Laux at the Grants office at slaux@co.darke.oh.us or by calling 937-547-7368.

Garber Connect and the D.C. Sheriff have a proposal updating the existing Brivo Access Control system. A total hardware upgrade, one-time investment for $5,650, and a first-year service agreement for $5,750.00 was accepted. Garber will auto-renew the annual service agreement until cancellation is requested by the customer.

Darke County Grants and Mikesell Excavating’s agreement for 3 properties in the Darke County 2024 Demolition and Site Revitalization program, Phase II were accepted. The properties were 3383 Weavers-Ft. Jefferson road, 6468 Requarth road, and 9249 Greenville-St. Mary’s road. Work is to be completed by May 31, 2026.

A notice to proceed was presented to Mikesell excavating to commence to begin on February 5th, 2026, and on that date the Contractor shall start work.

The Darke County Airport had a transfer of appropriations needed to pay property tax. The amount was $351.00.

The monthly JFS support was approved in the amount of $61,199.83.
