ASSAULT
May 27, 2025 – At approximately 11:34 pm, I was dispatched to 835 Sweitzer Street, Wayne HealthCare ER in reference to a disorderly female.
Upon my arrival, I made contact with Wayne HealthCare staff and Sofia Smith. Sofia stated that she wanted to leave the hospital and was refusing medical treatment. Wayne HealthCare staff advised that Sofia had come in for overdosing and wanted to kill herself.
Wayne HealthCare advised that they were skipping Sofia due to her claims. Sofia was upset with the staff because they wanted her to remove her clothes and put on a hospital gown. I informed Sofia that she would not be allowed to leave until she was discharged and had to put on the hospital gown. Sofia began crying, stating she was not going to. After talking to Sofia, she agreed to put the gown on. Sofia and another nurse went into room 6, a Security officer followed both Sofia and the nurse. While attempting to close the door for privacy for Sofia, Sofia yells “you wanna see me take my fucking clothes off” then pushes back out of the doorway. It was at this time that Sgt. Raffel and I grabbed Sofia, attempting to escort Sofie to the hospital bed in the room. I grabbed Sofia’s left arm, and Sgt. Raffel grabbed her right arm, placing her on the bed.
Sgt. Raffel and I placed Sofia on the bed, while the bed Security Officer approached the bed. Before putting their hands on Sofia, Sofia kicked three times with both legs. Once in his left hip, kneed in the chest and kicked in the left wrist. I held Sofia’s left arm during this time while Wayne Health Care staff attempted to put soft restraints on Sofia. While putting soft restraints on Sofia, a nurse attempted to put a hospital gown over her head when doing this Sofia clenched down on the gown with her teeth, almost biting a nurse. Due to Sofia biting the gown and almost biting a nurse and me, I placed my right forearm across her face, placing the right side of her cheek against the hospital bed and her left jawline against my forearm. After Sofia was given medication and soft restraints were attached, we released Sofia.
Both stated they want to press charges for assault and filed out witness statements and victim’s rights forms. Due to the assault being on hospital staff, the charges will be enhanced to a felony of the fifth degree. I contacted the Darke County Prosecutors’ Office, which advised that they will review the case for felony charges. I will follow up after I hear back from the prosecutor’s office. Sofia was not arrested at this time due to her being pink-slipped; she will remain in custody with Wayne HealthCare at this time.
May 27, 2025 – At approximately 11:43 pm, I responded to 835 Sweitzer Street, Wayne HealthCare, in reference to a patient being disorderly.
Upon my arrival, I could hear screaming coming from emergency room 6. Once in the doorway to room 6, I observed Cheyenne Ragon yelling at the hospital staff while they were attempting to restrain her. I placed my hands on Cheyenne’s left leg to attempt to gain control of her leg. While doing so, the victim, Caitlin Newton, an employee at Wayne HealthCare, stated Cheyenne had kicked her approximately four times on her chest and stomach and wished to press charges against her. While trying to restrain Cheyenne, she attempted to spit on an employee, but did not make contact with the employee. Wayne HealthCare staff had to medically sedate Cheyenne due to her screaming and throwing herself onto the bed and posing a risk of causing physical harm to herself and others.
Once Cheyenne was sedated, I provided Caitlin with a statement form and a victim rights form, which were completed and returned to me. Another employee, Caitlin McEldowney, stated she witnessed the assault and completed a statement form as well. I spoke with the head of security of Wayne Healthcare, Adam Cothran, about obtaining video of the room. Adam advised that the cameras are a live feed only and there is no recording of the incident.
Cheyenne was issued a citation for assault and advised of her mandatory court date.
DISORDERLY CONDUCT
May 19, 2025 – At approximately 8:45 am, I was dispatched to the area of East Fifth Street and South Broadway Street in Greenville, Ohio 45331 in reference to a report of a male subject yelling at anyone he sees, wearing jeans, a black hoody with Miami logo on it, backpack, and sunglasses. I was also advised that the subject was approximately 6′-1”.
Upon my arrival, I patrolled the area attempting to locate the subject, but was unable to do so. Dispatch then advised there was a second call on that subject located at 853 East Main Street (The Laundry Room). The second caller was Danielle Hunt. Danielle advised that there was a male subject in the building matching the same description, yelling and being belligerent with her husband Tom Hunt, who owns The Laundry Room. Danielle advised that the subject was asked to leave several times before yelling at the owner and threatening him as well. Danielle then advised that the subject was walking towards CVS, which is northeast of The Laundry Room.
I arrived in the area a few moments later and located Ricky Martin (Ricky). Ricky matched the description of the subject and he seemed agitated. I exited my cruiser and spoke with Ricky. Ricky stated, “I got to take a shit, I’m crowning” and Tom would not allow him to. I attempted to advise Ricky that the bathroom is for paying customers only, to which Ricky replied, “You’re talking to me, you’re talking to God”. It was around this time P.O. Daugherty arrived on the scene. While speaking with Ricky, he yelled sometime after, “This is harassment”. I replied, “It’s not harassment”. Ricky then yelled again, “It is”. I then attempted to explain to Ricky that he could not go around in a public area and yell and threaten people. Ricky interrupted me saying, “I’m the fucking son, I’ll do what the fuck I want to do”, while taking multiple steps towards myself and P. O. Daugherty and removing his sunglasses. I then took a few steps back and got into a defensive position. I stated, “Back the hell up, Ricky, right now”. I then put my hand on my taser and advised him to back up and calm down.
P. O. Daugherty advised me to start a disorderly ticket and advised Ricky that he would be receiving a citation for disorderly conduct. While writing the citation, I could hear and observe Ricky yelling the whole time and being disorderly with P. O. Daugherty. I issued Ricky a copy of his citation and advised him of his court date and time. Ricky then ripped the citation into multiple pieces.
“I returned to The Laundry Room, where Danielle and Tom filled out witness statement forms. Tom also filled out a victim’s rights form due to the threats Ricky had made. In Tom’s statement form he advised, “He kept getting in my face and telling me he was going to take care of me. I reviewed the security footage provided by Danielle, and while I could not hear what Ricky was saying, I can state that with Ricky’s stature and actions, Tom felt threatened by what Ricky was saying. The security footage of the altercation will be attached to this report. There is no audio with the video; however, when reviewing the footage, Ricky’s body language and demeanor were standoffish. He can be seen throwing his hands in the air and pointing his finger at Tom’s face. Ricky also gets close to Tom multiple times, appearing to get into a fighting stance. Ricky was warned for trespassing in the Laundry Room as well. This incident was captured on my Axon body-worn camera.
DUI
May 9, 2025 – At approximately 11:45 pm, I observed a silver Honda bearing Ohio registration HZL8297 traveling west on West Main Street, in the City of Greenville. While standing outside of my cruiser, on a separate call, in the 200 block of West Main Street, I heard the vehicle rev its engine as it went past me at a high rate of speed. I observed this vehicle continue to travel at a high rate of speed towards Elm Street, where the vehicle came to an abrupt stop, past the stop bar, and in the intersection. I then got into my cruiser and attempted to catch up to the vehicle, which was traveling westbound again.
I observed the vehicle turn south onto Vine Street and then observed the vehicle turn west into the alley between West Fourth Street and West Third Street. At this time, I initiated a traffic stop on the vehicle as it pulled into the gravel driveway behind 442 West Fourth Street. As I approached the vehicle, the driver, who would later be identified as Bonnie Sue Brandt, began to get out of the vehicle. I yelled for Bonnie to get back in the vehicle 4 times before she got back into the vehicle. At this time, I told Bonnie to turn down her car’s radio so I could speak with her. Bonnie appeared to have difficulty turning the radio down.
Upon turning the radio down, Bonnie asked, “What did I do?” As Bonnie spoke, I was able to smell a strong odor of alcoholic beverage coming from her breath and saw that her eyes were glassy and bloodshot. Bonnie continued to slur her speech and she appeared to be disoriented due to alcohol intoxication. I then advised Bonnie of the reason for the traffic stop and asked her for her ID. While Bonnie was looking for her ID, I asked her how much she had to drink tonight, to which she replied, “Uh, two beers. A couple of hours ago at the Eagle’s in Versailles.” Bonnie then asked if I needed her license and provided it to me. I then advised Bonnie that I also needed to see her registration and insurance. Bonnie began searching for these items and asked me multiple times what else I needed to see. During this search of her wallet, I could see her insurance card in view and she attempted to hand me a medical prescription coupon card multiple times.
I then asked Bonnie to perform a complete series of Standardized Field Sobriety Tests, to which she agreed. As Bonnie began to exit the vehicle, she stated, “I am a tax playing Cit-er-zen” and continued to slur her words. I advised Bonnie to stand with Sgt. Marion, while I moved my cruiser onto the paved alleyway so she could perform her tests. The first test I attempted to have Bonnie perform was the Horizontal Gaze Nystagmus (HGN) test. I attempted to place Bonnie into the starting position to give her instructions, however, Bonnie was unable to put her feet together and when I told her to put her arms down to her sides, she began to fall to her right side. Bonnie began laughing while Sgt. Marion and I helped her regain her balance. I then instructed Bonnie to lean up against the front of my cruiser so I could complete the instructions of this test.
Upon having Bonnie lean against the front of my cruiser, I again instructed her to put her feet together while I demonstrated. Bonnie did not put her feet together as instructed and I told her one more time, to which she replied, “Aren’t they?” Bonnie’s feet were approximately 4 inches away from each other during the test. I then instructed Bonnie to track my pen with her eyes and her eyes only, without moving her head, to which she stated she understood. Upon attempting to verify that Bonnie had equal and reactive pupils, she continued to move her head and look at my flashlight. Bonnie continued to look at my light after being told multiple times to only track the pen. Bonnie was also holding onto the front of my cruiser with both hands for balance. Due to Bonnie being unable to follow the directions of this test, I moved on to the next test.
The next test I attempted to have Bonnie perform was the walk and turn. I then attempted to put Bonnie into the starting position, however, Bonnie was unable to stop holding onto the front of the cruiser and unable to put her feet into the starting position. Bonnie continued to lean and almost fell over multiple times while I attempted to explain the instructions of this test. Bonnie continued to slur her words and stated she was unsteady. I explained to Bonnie that for her safety, I would move on to the last test. After telling Bonnie this, she put both hands directly in the air and stated, “I can continue to try if you want me to. ” Bonnie then walked approximately 5 feet before she turned around and stated she was uncoordinated. Bonnie almost fell down again before Sgt. Marion helped steady her. During the instruction phase of this test, Bonnie moved her feet to keep balance. Bonnie started before instructions were completed and she continued to raise her arms above 6 inches from her sides. For Bonnie’s safety, I moved on to the final test.
The final test I attempted to have Bonnie perform was the one-legged stand. I attempted to place Bonnie into the starting position, however, Bonnie continued to raise her arms and her body was swaying. Bonnie continued to grab the front of the cruiser for balance. I then demonstrated this test for Bonnie and advised her that she could begin. Bonnie stated she understood the instructions and proceeded to lift both hands above her head while she raised one foot. Bonnie stated, “I’m not sure I can do it without standing.” I observed Bonnie swaying during this test. I observed Bonnie raise her arms more than 6 inches from her sides and I observed Bonnie put her foot back on the ground multiple times before beginning to fall to her left before I steadied her. For Bonnie’s safety, I ended this
test.
Due to Bonnie’s poor performance on the field sobriety testing, as well as indicators prior to testing, I determined that her ability to operate a motor vehicle was appreciably impaired and placed her under arrest for OVI. Bonnie was placed into handcuffs that were gap-checked and double-locked. Bonnie was read her Miranda rights, to which she stated she understood. Bonnie was searched incident to arrest with nothing located. While looking for Bonnie’s keys and cell phone in her vehicle, an empty ‘Bud Light Lime’ 12 oz beer bottle was located. Bonnie’s vehicle was then turned off and locked reference being in her rear driveway.
Bonnie was transported to the Greenville Police Department, where she was read the BMV2255 in the presence of Sgt. Marion. Bonnie voluntarily provided a breath sample. The result of this sample showed a breath alcohol concentration of 15 hundredths of one gram of alcohol by weight per 210 liters of her breath (.150). Due to Bonnie’s test results, her Ohio license was seized, and her driving privileges were placed under an ALS suspension. Bonnie was then advised that her license was placed under suspension. While waiting at the police department, Bonnie stated that she was also drinking alcoholic fruit punch while at the Eagles and was unsure what, or how much, alcohol was in it.
Bonnie advised her boyfriend, Mark Rapsawhich, who lives at 442 West Fourth Street in Greenville. Due to being unable to contact him by telephone, P. O. Slade made contact with him at the residence and he came to the police department to pick Bonnie up. Bonnie was issued a citation for a Stop Sign and OVI. Bonnie was given her copy of the citation, the BMV2255 and her breath results all in the presence of Mark. Cruiser 1941 was checked prior to and after transport, with no contraband located.
VANDALISM
May 2, 2025 – At approximately 5:29 pm, I responded to 5438 State Route 49 S, Colonial Trailer Park, in the City of Greenville in reference to vandalism.
Upon my arrival, I made contact with the complainant, Gregory Metzcar. Gregory advised that he rents multiple storage units at the front driveway of the trailer court. Gregory stated that he regularly checks the units and that today, he noticed one of his units was missing the padlock and had damage to the door. Gregory stated that after fixing the damaged latch on the door, he was again able to open the unit. Gregory stated there was nothing stolen from inside the unit and that he had another padlock to put on the door.
Gregory stated that he wanted this incident to be a documented reference for other units that had been broken into earlier in the year.
Gregory fixed the damage and stated that nothing was stolen from the unit. Photos were taken of the damage and inside the unit. There are no cameras in the area. Gregory does not want charges at this time, he just wanted the department to be aware.
