DOMESTIC VIOLENCE

April 29, 2025 – At approximately 10:27 pm, I was dispatched to 102 Saint Clair Street in reference to a verbal domestic violence.

Upon arrival, I made contact with Zachary Smothers and he advised he was in a verbal altercation with his ex-girlfriend, Allison Miller, over property he was trying to retrieve. Zachary denied anything physical but did want to retrieve his property while we were present.

I spoke with Allison and she stated the argument started because Zachary was saying bad things in front of their two children, Amari and Zayden Smothers. Allison advised that she just wants Zachary to leave and denied anything physical.

Zachary retrieved his property and left. No school-aged children were present.

May 4, 2025 – At approximately 7:28 pm, I was dispatched to 1199 East Russ Road B12 in reference to a domestic violence.

Upon arrival, I made contact with a female juvenile and I asked her what happened.

She stated she wanted to leave with her friends, but her mother, Brenda Pollitt, would not let her. The juvenile further stated that Brenda blocked the door and told her to stay home.

She tried to push her way out of the door and got on top of Brenda and told her to let her leave. The juvenile did not have any injuries.

I spoke with Brenda and she stated she did not let the juvenile leave with her friends because she was upset about her calling one of her friends by a different name in Union City earlier today. Brenda stated that the juvenile became upset and threatened to cut her with a pair of scissors. The juvenile stated that if Brenda did not allow her to leave, she would jump off the balcony. Brenda stated that the juvenile began walking to the balcony.

Brenda stated she grabbed the juvenile to stop her and the juvenile hit her in the head several times. Brenda stated that the juvenile then ran outside and the Police arrived.

Brenda had no injuries and refused to fill out a statement form or victim’s rights form. Brenda did not want to move forward with any charges against the juvenile.

The juvenile was not pink-slipped for her statements about jumping off the balcony because she stated she was going to jump to escape the residence and not to harm herself.

I asked the juvenile if she wanted to harm herself and she stated “No”.

The juvenile went back inside with Brenda. Brenda stated she would not have any issues with her for the rest of the night. I notified the other juvenile’s parents and both girls went to their respective residences.

P. O. Hall collected a statement from Matthew Meade, who witnessed the entire incident.

DRUG OVERDOSE

May 16, 2025 – At approximately 7:07 pm, was dispatched to 1250 Russ Road, Casey’s in reference to a female subject climbing into a vehicle, taking her pants off.

Upon my arrival, I made contact with Abby Lingo and a male subject. I identified Abby due to multiple prior encounters. I later identified the male subject as Joshua Combs. I had GPD dispatch run Abby and Josh through LEADS/NCIC. While waiting for dispatch, I observed Joshua and Abby moving a lot and unable to stay still. While speaking with Joshua, Abby kept insisting on going to the bathroom while carrying several bags. Abby was told several times to stay outside while I investigated the call for service. GPD dispatch advised that Joshua had an active warrant for his arrest out of the city of Moraine in Montgomery County for failure to appear.

I informed Joshua of the warrant. Joshua complied, turning around and placing his hands behind his back. While attempting to place Joshua and handcuffs, Abby asked again if she could go to the bathroom again I told her no. While placing Joshua in handcuffs, Abby left the scene, going into the gas station, disobeying a lawful order. Due to Abby leaving the scene, I placed Josh in handcuffs, unable to double-lock them. Joshua was not searched prior to being placed in the back seat of my cruiser.

After placing Joshua in the back seat, I went into Casey’s to speak with Abby. Abby was arrested for several other charges. After Abby and Joshua were placed in separate cars. I observed Joshua unconscious in the back seat of my cruiser. I performed a sternum rub on Joshua, waking him up. Greenville Township Rescue arrived on the scene and transported Joshua and Abby to Wayne Health Care due to symptoms that appeared to be an overdose.
Joshua was released from Wayne Health Care and transported to Darke County Jail by P. O. Nibert and P. O. Slade. Joshua was released to Darke County Jail staff and will be transported to Montgomery County on the warrant. Abby was released to the care of Wayne HealthCare and charges are pending for her.

LOOSE DOG

May 10, 2025 – At approximately 12:48 pm, I was dispatched to 123 Deshler Avenue, Greenville in reference to a report of a loose dog.

Upon my arrival, I observed a large brown dog in the yard of 118 River Street. spoke with the neighbors in the area and the complainant of the call, who wishes to remain anonymous. The complainant advised that the dog had gotten loose and was running around the area with a chain attached to its collar approximately 15 feet in length. The dog eventually made its way over to the complainant’s residence and wrapped itself around the fence post in the complainant’s front yard. I made my way over to 118 River Street to attempt to secure the dog. It was at this time P. O. Kreitzer arrived on the scene and once he made his way over to the above-listed residence, the dog ran into the roadway to P. O. Kreitzer.

I received a call referencing this issue in the past and was unable to locate the owner of the dog; however, I was able to secure the dog in the garage of 118 River Street and was able to secure the dog again on the 10th. The neighbors in the area advised the owner to keep the dog in the garage overnight in a kennel. That is where I was able to secure the dog both times I have had to. P. O. Nibert had advised that he had warned Michelle Wright about animals at large approximately a week or two prior. I looked into her involvement and she did receive a warning from P. O. Nibert on April 26th, 2025. The 10th of May was the third time that I had knowledge of where Michelle’s dog got loose. I advised dispatch to make contact with Michelle to have her return to the residence, as she was not there when I arrived.

A short time later, Michelle arrived and ensured the dog was secure. I advised Michelle she would be receiving a citation for animals at large due to the fact of two prior incidents and being warned two weeks prior. I issued Michelle a copy of her citation and advised Michelle of her mandatory court date and time.

ORDINANCE VIOLATION

May 1, 2025 – I was advised by Chief Benge that there had been multiple complaints about the property of 228 Markwith Avenue, located inside the city limits of Greenville, and was asked to check for ordinance violations.

Chief Benge advised that complaints were made to Safety Service Director Ryan Delk in reference to subjects living out of a camper at the rear of the property. The camper was also said to be blocking the view for southbound traffic coming out of the alley onto 12th Street. Chief Benge advised he had attempted contact with the property owner, Timothy Hornbacker, on May 1st, 2025. He advised Timothy answered but then hung up on him.

On May 2nd, 2025, Detective Fenstermaker and I went to the property and I photographed the property from Markwith Avenue, 12th Street, and the alley behind the residence. While taking the photographs, Maria Barton exited the camper and became upset with my presence. I advised Maria that she was not allowed to live out of the camper on the property. She asked how soon the camper needed to be moved and I advised her immediately. Maria advised she could not move the camper until 3:00 pm.

I further advised Maria that complaints had been made to the zoning office and the Safety Service Director and that citations would be issued for any violations.

While on scene, I observed the following zoning violations:
34.03.04 Surfacing All off-street parking and loading areas shall be properly graded, drained, marked and surfaced so as to provide a hard, durable and dustless surface.

34.04D equipment
Parking Limitations are in Residential Districts. Recreational shall not be occupied or used for living, sleeping, housekeeping, storage, or business purposes. I also observed the following city ordinance violation:


1482.04 Maintenance of Nuisance Prohibited The maintenance of any vacant or unoccupied building or structure in a state of unsightliness or disrepair so as to constitute a blighted condition detrimental to the value of property in the neighborhood or otherwise detrimental to the public view; any improved or unimproved real property, which has become an area of deposit or collection for litter, garbage, junk, debris or discarded vehicles, vehicle parts or similar materials.

After speaking with Chief Benge, it was decided we would give until Monday, May 5th, 2025, for the camper to be moved, at which time if

SHOPLIFTING

April 30, 2025 – At approximately 12:20 pm, I responded to 311 South Broadway #B; Mini Mall of All, in reference to a shoplifting complaint.

Upon my arrival, I spoke with the business owner, Gail Jones. Gail stated that on Saturday, April 26, a female customer came into the store. Gail advised that she observed the female acting strangely while looking at various items, and stated that the female could be seen messing with price tags on items. Gail stated the female purchased a clock and left the store without issue. Gail advised on Tuesday, April 29, that the owner of the clock came into the store and noticed the clock had been sold and asked Gail to collect the money the clock was sold for. It was at this time that Gail stated she was made aware that there was an issue with the price tag on the purchased clock.

The clock that was purchased was listed at $40.00, however, while in the store, the female customer swapped price tags with a different item and purchased the clock for $20.00. Gail advised that she used the money in the store’s cash register to pay the difference to the owner of the clock. Gail was able to review the video from inside the store and observed the female customer messing with various price tags in view of the cameras. Gail advised that she did not recognize the woman, but would like her charged when identified.

Gail was given a statement form and a victim rights form, which were completed and returned to me. A store video of the incident will be attached to this report.

THEFT

May 1, 2025 – At approximately 8:01 pm, I responded to 1324 Sweitzer Street #C2, in reference to a theft not in progress.

Upon my arrival, I made contact with the complainant/victim, Braeden Lewis. Braeden stated his white Nakto electric bicycle was taken from his property, possibly between 1300-3:00 pm. Braeden advised that the key was with the bike due to damage to the bike, which prevents him from removing the key. Braden was unable to provide a serial number for his bike due to there being rust near the serial number. Braeden stated the bike is missing the chain and was not fully charged, so he does not believe the bike could be driven for long.

Braeden was unable to provide any names of potential suspects at this time and stated he has not given permission to anyone to use his bike. I spoke with Braeden’s neighbor at 1324 Sweitzer Street #C4, Patrick Scantland, who has a camera facing Braeden’s driveway.

Patrick was unable to see anyone in view of the camera at this time, but was advised to email me the video if he locates anything. Braeden was given a statement and a victim rights form, which were completed and returned to me.

TRAFFIC CRASH

May 11, 2025 – At approximately 1:13 am, I was dispatched to 220 Rhoades Ave., Greenville.

Upon arrival, I observed two parked Harley-Davidson motorcycles lying on their right sides and they appeared to have been struck. Once I made contact with a male subject who was identified as Jackson Turner, he stated he was driving West on Rhoades Ave when a car with bright lights came toward him. Jackson stated that he “tried to move to the side when he hit both motorcycles.” While speaking to Jackson, I could smell the odor of an alcoholic beverage coming from his breath, as well as his coordination appeared to be off. I asked him if he had anything to drink, to which he stated, “I had a little bit, Jackson said he drank a Four Loko roughly an hour or two prior to the accident. I told Jackson that he appeared intoxicated and said “a little bit, not too much.” I asked Jackson if he would perform the field sobriety tests and he agreed to.

The first test was the Horizontal Gaze Nystagmus. I observed nystagmus at maximum deviation in both his eyes, a lack of smooth pursuit in both eyes and an onset of nystagmus before 45 degrees. While Jackson was completing this test, I was again able to smell an odor of an alcoholic beverage coming from his breath.

The second test was the Walk and Turn Test. During this test, Jackson failed to listen to directions by starting the test before the instructions were completed. Jackson was also unable to keep his balance and stepped offline while walking.

The third test was the One Leg Stand. While performing this test, I did not observe anything.

After the Field Sobriety Test, I placed Jackson under arrest and into handcuffs that were gap-checked and double-locked. I transported Jackson to the Police Department, where he was read and shown the BMV2255 form and explained the penalties. Jackson agreed to take the test; I conducted a breath test on the Intoxilyzer 8000. Jackson’s BAC came back at 0.128g/210L, he was advised that it was over the legal limit and his driver’s license was now under suspension and his license was seized.

Photos were taken of all the damage and will be attached to the report. Jackson was issued a copy of his citation for OVI 4511.19 Ala, and Failure to Control 4511.202A and advised of his mandatory court date and time. Jackson was also given a copy of his BMV2255 form and intox results. Jackson was then picked up by his mother and released into her care. Jackson’s mother was also able to pick up the vehicle at the scene.

Dispatch was able to make contact with the motorcycle owner, Terry Perkins.

Terry advised that the other bike belongs to his son, Trenton Perkins. Terry advised that both bikes were parked on the street and unoccupied.

May 17, 2025 – At approximately 1:39 PM, I responded to the 200 block of Oakwood Avenue in the City of Greenville in reference to a two-vehicle crash.

Upon my arrival, I spoke to Jacob Jennings, who advised that he was traveling South on Chestnut Street in a Silver Honda Odyssey bearing Indiana registration THL755. Jacob stated he looked down at his phone and did not see the vehicle in front of him slow down. Jacob was unable to slow down in time, which resulted in a collision, causing minor damage to both vehicles.

The other vehicle involved, driven by Mary Hoffman, was parked in the driveway of 239 Oakwood. Jacob’s vehicle was parked about a block away from the listed address. I observed minor damage to Mary’s vehicle. I then asked Jacob to walk down to his vehicle to observe any possible damage to his vehicle. As we were walking to the defendant’s vehicle, I could smell an odor of an alcoholic beverage coming from his person. After observing the vehicle, which appeared to have no damage, I observed a bottle of Tanqueray sitting on the passenger side of the vehicle. When asked about the bottle, Jacob stated it was a “fresh” bottle and was open. I asked Jacob if he had anything to drink today, and he hesitated but then stated he did at approximately 4:00 AM on this day. I told Jacob that I could smell the odor of an acholic beverage coming from his person where he then stated, “I am fucked”.

I then had the defendant perform SFSTs where he did so. First, I had Jacob stand in a fixed position to do the HGN (Horizontal Gaze Nystagmus) test while doing this test, I observed nystagmus in both eyes for Distinct nystagmus at maximum deviation, both clues for lack of smooth pursuit and 2 clues for onset nystagmus prior to 45 degrees totaling all 6 clues of HGN.

Next was the walk and turn test, where I had Jacob stand in the starting position and was told not to begin until I explained the instructions, and he stated he understood. While explaining the instructions, the defendant moved out of the starting position. Jacob did take the correct number of steps and the correct turn.

Next was the one-leg stand test, where I had Jacob stand in the starting position and was told not to begin until I explained the instructions, and he stated he understood. Jacob stated he understood and attempted to start while I was still explaining the instructions. Jacob also placed his foot down while performing this test. Jacob also did not count the way he was instructed to do so. Jacob also did not keep his hands down by his side like he was instructed to do.

At this point, I believed the defendant to be impaired to operate a vehicle and was placed under arrest for suspicion of OVI. Jacob read his Miranda Warning, where he advised that he understood. While speaking to Jacob, he advised that he drinks all the time and has been taking “shooters” while in the vehicle. Jacob stated he has been trying to stop drinking, but is having a problem with drinking. Jacob was taken back to the Greenville Police Department, where the BMV 2255 form was read to him, and he stated he understood. Jacob was given the chance to give a breath sample on the Intoxilyzer 8000, where he voluntarily gave a breath sample. The breath samples the defendant gave resulted in Jacob having a BAC of .357 (breath alcohol concentration of 35 hundredths of one gram of alcohol by weight per 210 Liters of his breath).

Due to Jacob’s test results and being out of state, Jacob was arrested for ACDA 4511. 21(A) an mm, OVI 4511. 19( A) (1) (a) an M1 and 4511. 19(A) ( 1) ( h) an M1.

Jacob was transported to the Darke County Jail and released to Jail Staff. I searched the backseat of my cruiser before and after transport with nothing

TRESPASSING

May 09, 2025 – At approximately 11:11 am, I responded to 323 Morrow Street in the City of Greenville in reference to a trespassing complaint.

Upon my arrival, I spoke to Shawn Wright, who lives at the listed address. Shawn advised that he saw a man go behind his neighbor’s residence on a bicycle at 315 Morrow Street while he was pulling up to his residence on his motorcycle.

Shawn stated he then went inside his residence and a few minutes later, the man was in his neighbor’s driveway. Shawn stated that the man then proceeded to pull out a clown mask and had a “buck knife”. Shawn then stated that the man wearing the mask walked up to his residence, approaching his sidewalk that runs next to his house. Shawn then stated he confronted the individual and asked him what he was doing, but he got no answer from him. It was at this time that Shawn stated he felt threatened as he was wearing a mask, had a knife and did not answer his questions. Due to Shawn feeling threatened, he advised that he pulled out a “Gun,” later determined as a pellet gun. Shawn advised the subject and then walked away with no further incident. Shawn advised he was not sure what the man’s intentions were, but he felt threatened enough to pull the pellet gun. Shawn advised the man to proceed to walk down the alley with his bicycle while still wearing the mask.

Shawn described the bicycle as a women’s Schwinn bicycle that was Sky blue /white and had metal baskets on it. Shawn described the man as wearing blue jeans wearing a hoodie/jacket with a clown mask. Shawn described the knife as a long handle with a hand guard and the blade over 6 inches long.

Prior to this call, I was out with Jeff White in front of 310 Tiffin Street in reference to call ID 25G004750. Jeff was wearing blue jeans and a green jacket with a blue bicycle that was blue in color and had metal baskets on it. I know Jeff wears clown masks around town and I saw Jeff riding his bicycle earlier this morning with a clown mask while I was on patrol.

After speaking to Sgt. Prickett, about this incident, we decided to charge Jeff White for Disorderly 2917. 11 (A) (5) as Jeff caused alarm and created a physically offensive condition, creating a risk of physical harm to Shawn or his property. Jeff was not at the scene and was located later.

There was another incident with Jeff, reference incident 25-G00626. Sgt Prickett located Jeff near Hiddeson Street and Martin Street, where he was then arrested for the incident mentioned above. Jeff was not on his bicycle at this time, and he did not have a knife or clown masks on him.

While speaking to Jeff, he did not want to bring his bag that he had at 117 Hiddeson, where he met Jade Jeffers. Due to this, we did not search his bag and Jade agreed to take the bag. While speaking to Jade, Jade mentioned he was all upset because someone pulled a gun on him. I filled out a citation and served the citation to Jeff at the jail.

Shawn filled out a written statement as well as a victim’s rights form.

WARRANT

April 30, 2025 – At approximately 7:07 am, I was at the EB gas station, at 5229 Darke County Industrial Way, getting gas. I observed a black Pontiac bearing registration KMF6723, which I know belongs to Jamie Saylor of Union City, Ohio. I observed a male in the passenger seat of the vehicle and when passing the vehicle was able to identify the subject as Billy Saylor. I knew Billy had an active warrant from the Adult Parole Authority.

I ran Billy through dispatch and made contact with him, advising him of the warrant. I asked Billy to step out of the vehicle and dispatch advised that he did have an active warrant for parole.

I detained Billy and placed him in handcuffs, which were gap-checked and double-locked.

Dispatch confirmed the warrant through parole and Billy was placed under arrest and transported to the Darke County Jail.

The warrant through parole had no bond, and the original charge was possession of drugs, a felony of the fifth degree.

April 22, 2025 – The Greenville Police Department and the Darke County Sheriff’s Office executed a search warrant at 517 Pine Street, in the City of Greenville, reference 25-G00530.

During the search warrant, our department located narcotics and drug paraphernalia. One of the tenants, Raul Dean, was arrested for reference to having a felony arrest warrant and charged with obstruction. Raul’s live-in girlfriend, Victoria Hobbs, was also arrested at this time for obstruction.

Due to the nature of the criminal activity at this residence, including but not limited to wanted persons, drug trafficking, disorderly conduct, domestic violence and noise complaints, I prepared a Nuisance Abatement Notice and Order. A copy of the order was provided to the property owner, Ursula Dean, who is Raul’s mother and also resides at this address as of May 3, 2025.

May 10, 2025 – At approximately 8:55 am, P. O. Nibert, P. O. Wentworth, and I apprehended a known fugitive from justice at his residence located at 735 Martin Street, Greenville.

Upon my arrival, I drove through the alleyway behind the above-listed address and observed a maroon Pontiac bearing Ohio registration KIA7372 in the backyard belonging to Maliq Knowles (the offender). I made my way to the front of the residence with P. O. Wentworth and knocked on the front door. A few moments later, Maliq answered the door and I advised him he had a warrant out for his arrest. I advised Maliq to step outside of the residence and to place his hands behind his back.

I placed Maliq in handcuffs, which were gap-checked and double-locked. The warrant was confirmed through LEADS/NCIC. I placed Maliq into the back of my cruiser and transported him to the Darke County Sheriff’s Office Jail, where he is currently confined for Failure to Appear on an original charge of Driving Under Suspension with no bond. I checked my cruiser before and after transport to and I did not locate any contraband.
