ANIMAL COMPLAINT
July 1, 2025 – At approximately 1:45 pm, I was dispatched to the 300 block of Sycamore Street in reference to an animal complaint inside a hot vehicle.
Upon my arrival, I observed a Silver Pontiac Vibe not running with a small white and gray dog sitting in the rear seat. All four windows were only rolled down, approximately one inch, restricting any airflow into the vehicle. Upon placing my hand into the open part of the rear window, I could feel that the inside of the car was significantly hotter than the outside temperature. The dog appeared to be calm but was panting heavily with its tongue hanging out. I did not observe any water or food available to the dog.
I went into Jahni’s Grooming and spoke with the complainant, Katelyn Wolfcale and Jahni Olson. Katelyn stated that the vehicle had been parked, leaving the dog in the vehicle for approximately 35 to 45 minutes. Katelyn told me that she had tried to call surrounding businesses to ask if they had any clientele who was the owner of the vehicle. Katelyn advised that she spoke to the Tree of Life across the street, advising the owner that the vehicle was not there. I had dispatch attempt to call the owner to come outside and discuss the incident. Dispatch was unable to get in contact with the owner. Due to the significant temperature difference inside the vehicle, I attempted to unlock the vehicle to get the dog out. While attempting to open the vehicle, the owner, Kelly Doty, walked out of the massage parlor. I spoke with Kelly, who stated she was the owner of the dog. P. O. Daugherty asked Kelly how long she had been getting a massage. Kelly stated that she was inside for approximately 45 minutes.
Kelly gave P. O. Daugherty consent to enter the vehicle to check the dog. The dog was extremely warm to the touch and panting heavily. The weather was 79 degrees, sunny with no cloud coverage. The vehicle was parked on the asphalt street without any shade covering the vehicle.
Kelly was issued her copy of the citation and informed of her mandatory court date and time.

FOUND PROPERTY
July 2, 2025 – At approximately 12 am, I was dispatched to 319 Twelfth Street in reference to found property.
Upon arrival, I contacted the complainant, Michael Jarret. Michael showed me a “Mixtee” racing style bicycle, partially on the sidewalk and partially lying in his yard at 319 Twelfth Street. Michael advised that the bicycle had been there since 8:30 pm on 7/1/25 and he did not see who left it there. The bicycle make and serial number were checked in our in-house database and no records were located. The bicycle was transported to the Hart Avenue garage, where it was logged as property and stored for safekeeping.
July 1, 2025 – At approximately 10:51 am, I was dispatched to 730 East Water Street in reference to found property.
Upon my arrival made contact with Ashley Wood. She advised that she found a gold key left on her property. The key has been placed into the GPD property for safekeeping.
