NARCOTICS

February 16, 2025 – At approximately 9:44 pm, I observed a maroon Chevy bearing Ohio registration KNV5928 traveling east on Martin Street in the City of Greenville. After checking the registration through LEADS/NCIC, I confirmed that the registered owner’s Ohio driver’s license was cancelled, but that he did possess a valid temporary permit and valid ID. As this vehicle went by, and due to previous encounters, I was able to positively identify the driver to be the registered owner, Joseph Thomas Buckley, but was unable to see if there were any other occupants.

I initiated a traffic stop on the vehicle on Walker Street near Washington Avenue after verifying, as the vehicle turned, that there were no other occupants inside the vehicle, meaning Joseph was in violation of his temporary permit. Dispatch confirmed Joseph’s Ohio license was cancelled. I then made contact with Joseph at his driver-side door and explained that he would need another occupant in the vehicle with a valid license to be allowed to drive with his permit. Joseph stated that he was just going to the Dollar Store. I then asked Joseph if he had his ID with him.

While Joseph was attempting to locate his ID, I asked him if there were any drugs in the vehicle. Joseph stated, “marijuana and I got my prescription.” When asked directly, Joseph stated that there was no meth or heroin in the vehicle and that the only drugs in the vehicle is the marijuana. Joseph appeared to be nervous and while holding his wallet open was unable to locate his ID. I then told Joseph again I had asked for his physical ID. At this time, I asked Joseph for consent to search the vehicle, which he denied. Joseph then became agitated that P. O. Kreitzer was on the passenger side of the vehicle and was shining his flashlight into the vehicle. Due to Joseph’s behavior, I then requested P. O. Hall and his K9 partner, Atz, to respond.

At this time, P. O. Hall and his K9 partner arrived on the scene to perform an open-air sniff of the vehicle. The result was a positive alert for the presence of the odor of illegal narcotics. Upon this alert, I advised Joseph of the positive K9 alert and instructed him to step out of the vehicle. As Joseph began to step out of the vehicle, he dropped his wallet into the snow. He quickly picked the wallet up before stepping out of the vehicle. After Joseph picks up the wallet, he can be seen shifting his left foot to the right and standing up out of the vehicle. I instructed Joseph to face the vehicle to perform a weapons pat down.

As he turned, he looked down towards the snow and his feet and placed his left foot directly where it had already been planted. After completing the weapons pat down, I instructed Joseph to walk back and stand with P. O. Kreitzer. Upon Joseph beginning to walk away, I located a silver and orange SNUS can partially covered with snow in Joseph’s left footprint.

Upon picking up this can and opening it, I located suspected narcotics. In this container, I located 2 small plastic baggies, one containing an unknown white powdery substance and in the other an unknown rock-like substance. While watching me open this container, Joseph began to explain that it was not his. P. O. Kreitzer and I then continued to search the vehicle. P. O. Kreitzer located a prescription bottle with Wanda Buckley’s name on it in the passenger-side glove box. Upon further investigation of the pill bottle, it stated the 2 pills contained were Hydrocodone. The rest of the vehicle was searched and nothing was located.

While searching the vehicle, Joseph was placed into the back of my cruiser by P. O. Hall due to the cold weather. After completing the search of the vehicle, I then advised Joseph he was not under arrest at this time. I then read him his Miranda rights, which he stated he understood. I explained to Joseph that in his attempt to hide the SNUS tin in the snow, he had tampered with evidence. I advised Joseph that if he was honest about the suspected narcotics, I would only charge him with possession. Joseph stated that the suspected narcotics were not his and that he had never seen the tin before. I then advised Joseph that I would be sending the suspected narcotics off to the lab to be analyzed. Joseph then left the back of my cruiser.

Joseph was advised that his vehicle was parked legally and that he could walk home. Joseph was advised that without having another valid driver in the vehicle, he can not drive with his permit. Joseph was given his ID back. When asked about the Hydrocodone pills, Joseph stated the pills were his mother’s but that she had recently died. The suspected narcotics and pills were seized and taken as property. Joseph was advised that the unknown substances located would be sent to the BCI Crime Lab for analysis and the case would be submitted to the Darke County Prosecutors Office for felony charges. I transported the listed evidence to the Greenville Police Department, where it was packaged and placed into property as evidence.

There are no charges at this time. Upon the lab results, I will be submitting felony charges to the Darke County Prosecutor’s Office for felony drug possession and felony tampering with evidence charges. Charges pending lab results.

THEFT

February 15, 2025 – At approximately 4:15 pm, I responded to 851 Martin Street; Baymont Inn, in the City of Greenville in reference to a theft.

Upon my arrival, I made contact with the complainant and victim, Trenda Campbell, in the parking lot. Trenda stated that sometime the night before she believes someone broke into her hotel room and stole three rings from her purse. Trenda stated that she keeps these rings in an envelope in her purse. Trenda stated that she left her room to go eat dinner at Jacks Cabin approximately 1700-2000 hours, and that when she got back in her room she realized the rings were missing.

Sgt. Marion and I made contact with Baymont staff who allowed us to review security camera footage of the night before. The camera shows the hallway Trenda’s room was in and her door can be seen at the bottom of the screen.

Trenda goes back and forth multiple times alone. Trenda can also be seen escorting a female employee into the doorway of the room while speaking with her. Later in the video, a male custodian can be seen knocking on the door and Trenda comes out to speak with him. Sgt. Marion and I reviewed footage from approximately 1700-2100 hours and no other subjects can be seen entering Trenda’s room.

Upon advising Trenda of this information, she mentioned that she had pawned the rings in the past but had them in her possession last night. I advised Trenda that I would check with the local pawn shop and Michael’s clocks in town. During this encounter, Trenda was experiencing symptoms consistent with bipolar schizophrenia and speaking to people who were not present.

The next morning, Trenda left me a voicemail at the police department, stating, “God has found my rings. Trenda stated that her rings were located inside her room and that nothing further would be needed in reference to this incident. Trenda filled out a victim’s rights form in reference to this incident prior to her rings being found.

February 18, 2025 – At approximately 3:29 pm I was dispatched to 234 Marion Drive Greenville, Ohio 45331 in reference to a report of a theft not in
progress.

Upon my arrival, I spoke with Lillian Murphy (the victim) and her live-in boyfriend, Robert Dancer. The two advised me sometime between 9 P. M. on the 17th of February and 12 P. M. on the 18th, someone had gotten into Lillian’s vehicle and stolen multiple items. The vehicle was parked across the street in front of Ayden Healthcare. Lillian stated she had five phone chargers, two Bluetooth devices, a new mirror for the vehicle, approximately $10 in change, and a pair of Ugg boots female size six taken out of the vehicle.

Lillian advised she has been leaving the vehicle unlocked because the inside of the lock freezes in the frigid weather. Lillian stated that when she went to her vehicle earlier in the day to go to work, she noticed the center console in the vehicle was removed and items were thrown around the front seat. Lillian also advised she had clothes that were thrown around and could observe someone had gone through her belongings. Lillian did take videos of what the car looked like after she observed the items were missing. Those videos will be attached to this report.

Robert stated he does have cameras around the residence but the batteries were
dead at the time of this incident. Lillian and Robert are unaware of who stole Lillian’s items, stating they live in a nice area and have never had any issues in the past.
Lillian was advised to lock her vehicle when she’s not around. I checked with neighbors and Ayden Healthcare which is across the street from Lillian’s residence to see if there was any camera footage of this incident. There were no cameras in the area.

Lillian filled out a statement and victim’s rights form, which will be attached to this report.

February 21, 2025 – At approximately 4:06 pm, I responded to 122 West Main Street; Greenville Police Department, in reference to a vehicle theft.

Upon my arrival, I spoke with the complainant, Ali Saleh. Ali stated he was involved in an accident on 01-14-25 in Arcanum, Ohio. Ali advised that after the accident, he parked the vehicle behind 1207 Sweitzer Street, which is owned by his Uncle, Kassem Obed, before going back to New York. Ali stated he came back to remove the license plates from the vehicle when he noticed the vehicle was gone. Ali stated he is unsure when the vehicle was taken, but advised that his cousin observed the vehicle a few days prior. Ali advised he has contacted his brother, cousin, and uncle, all of whom have no knowledge of the vehicle’s whereabouts.

The vehicle is a white Ford E-350 with New York license plate 68105NE, with front-end damage. It was learned that the vehicle is registered to Ali’s brother, Tarek Saleh. I advised Ali that Tarek would have to report the vehicle as stolen due to it being registered under his name. Before speaking with Tarek, I attempted to view video footage from Clark Oil gas station and Mc Donalds, who advised they were unable to view video footage until tomorrow morning around 0600-1300. I viewed video footage at Hittle’s car dealership, but was unable to see when the vehicle was taken.

I spoke with Tarek over the phone because he lives in New York. Tarek stated he had contacted his family members and again advised none of them know the vehicle’s whereabouts. Tarek advised that he has contacted both his insurance company and the other vehicle’s insurance company, both of which stated they have not had the vehicle towed. Dispatch called several local tow companies as well as a local scrapyard, all stated they had not seen the vehicle. A statement form and victim rights form were emailed to Tarek to complete and email back to me.

I spoke with Tarek’s insurance company, Progressive, who stated that they did not have any records of seizing the vehicle.

The vehicle is entered into LEADS as a stolen vehicle at this time.

TRAFFIC CRASH

February 23, 2025 – At approximately 12:21 am I was dispatched to the area of North Gray Avenue and Armstrong Street in reference to a vehicle that had hit a concrete barrier.

Upon arrival, I located the driver of the vehicle/defendant in this case, Chanel E. Taylor. Chanel advised she was the person driving and immediately informed us without being asked that she had been drinking. I could smell a strong odor of alcoholic beverage coming from her person and observed her speech to be very slurred. I observed her car to have traveled off the roadway, up onto the sidewalk, and stuck up on top of a concrete retaining wall in front of 219 N Gray Avenue.

Through the course of the investigation, it was found that Chanel had left a party near North Broadway and drove to an address on Ash Street. From there, she drove south on Ash Street, striking a white Chevy Silverado (See report # 25-G00226) and continued south on Ash Street. Chanel then traveled South on Montgomery Street, striking a red Chevy Colorado (see report #25-G00224). Chanel left the scene of that accident after witnesses observed what had happened, and she traveled over to North Gray Avenue. Chanel was traveling southbound on North Gray Avenue when she lost control of her vehicle, traveling off the left side of the roadway, striking the concrete barrier in front of 219 North Gray Avenue.

I asked Chanel to submit to standard field sobriety testing, which she refused. I placed Chanel under arrest for operating a vehicle under the influence. I read Chanel her Miranda Rights, which she stated she understood. Chanel was placed in handcuffs, which were gap-checked and double-locked. Sgt. Smith stayed with her vehicle, a 2010 white Ford Fusion.

Ace Towing was called to the scene to remove the vehicle from the concrete barrier and to tow it. Sgt. Smith advised that a visible empty fireball bottle was located on the driver’s side floorboard. Numerous other open containers were located as well. Contact information was gathered for the property owner at 219 N Gray Avenue and attached to the report.

Chanel was brought back to the police department, where she was shown and read the BMV2255. I explained the penalties to Chanel and she advised she wanted to submit to the breath test. I conducted a breath test on the Intoxilizer 8000. Chanel provided a BAC that came back at 0.252 g/210L of breath. This is over three times the legal limit of 0.08.

I took Chanel’s Ohio driver’s license and she was placed under an administrative license suspension. Photos of all damages were taken, as well as photos of all of the open containers in her vehicle, and attached to their respective reports. Chanel advised she did not have any insurance on the vehicle she was driving. She was issued a copy of her citations for OVI 4511. 19 Alh (M1), OVI 4511.19 Ala (M1), reasonable control 4511. 202A (MM), her Intoxylizer results, and BMV2255 form. I explained to Chanel what her court date and time were and she advised she understood. Amanda Jett was called to pick Chanel up from the Police Department and she was released to her care.

WARRANT

February 22, 2025 – At approximately 1019 hours, I was on routine patrol when I observed the listed vehicle traveling westbound on East Water Street. I observed that once the vehicle reached the intersection of East Water Street and South Broadway, it failed to stop behind the white stop bar for a steady red light.

I conducted a traffic stop for the above-mentioned violation. I made contact with the driver, Jamie Saylor, and her passenger, Leroy Crawford, and advised them of my reason for stopping them.

I ran Leroy through LEADS/NCIC and found that he had an active felony warrant for his arrest for a parole violation through Indiana Parole.

I went back up to the vehicle and advised Leroy to step out of the vehicle, which he complied and was placed under arrest and in handcuffs which were double-locked and gap-checked. Leroy was searched incident to arrest and no contraband was located.

Leroy’s warrant was confirmed by GPD dispatch. I transported Leroy to the Darke County Jail where he was incarcerated for his warrant.

The backseat of my police cruiser was checked prior to and after transport and no contraband was located.

February 25, 2025 – At approximately 10:35 pm I observed a red 2005 Dodge 1500 bearing Ohio registration JHH9142 traveling westbound on East Fourth Street. I checked the vehicle’s registration through LEADS/NCIC and learned the registered owner’s driving privileges are under a non-compliance suspension from 06/10/2022 to indefinite. The registered owner of the vehicle, James Moore also has an active arrest warrant out of the City of Greenville for failure to appear for a traffic offense.

I conducted a traffic stop on the vehicle on East Fourth Street near Grant Street. I made contact with the driver who was James Moore. I ordered James out of the vehicle and placed him in handcuffs. The handcuffs were double-locked and gap-checked. I placed James in the back seat of my cruiser. Dispatch confirmed James’s warrant through LEADS/NCIC. James was transported to the Darke County Jail. I issued James a copy of his citation for Driving Under Suspension and advised him of his court date. James was released to jail staff.

I checked the backseat of my cruiser before and after the transport and located nothing.
