DARKE COUNTY – The Darke County Commissioners’ regular February, 26, 2026, meeting started at 1:31 a.m. with Commissioners Aultman, Combs, and Flatter present. The Commissioners then approved the minutes from February 24.

The Examination and Allowance of bills dated February 26 were presented.  The General Fund amount was $33,614.67, and the Outside General Funds were $249,182.78, totaling $282,797.45 were approved.

Sealed bids were taken for the Airport Apron and Taxiway Surface rehab that were received by 1:00 p.m. today. There were 2 bidders, Henry W. Bergman, Inc., and Walls Bros. Asphalt. Both bids will be examined, and the winner will be awarded at a later date.

A transfer of appropriations from Juvenile/ Probate and the Auditor was next. The Auditor’s totaling $10,000 for hardware upgrades for the BRIVO system for the EMA and Sheriff was approved. Darke County Juvenile/Probate moved $2000.00 to cover new printers.

Three fund advances for the Darke County Grants Department were presented. The first covering AIM Media bills and BF&S Professional Services for $30,232.24, the second for AIM Media and the Ansonia Water system study, and for SME’s invoice for professional services for $100.57, and last, $7,930.75 for the Brownfield Treaty Lanes grant. All were approved.

A third addendum to the agreement with Greenville City to provide the General Health District with suitable office space has been reached. The addendum states that the city’s obligation to the county will not exceed $25,000.00 in any calendar year without written permission from the city from January 1, 2026, until December 31, 2030, or until a new addendum supersedes this one.

The Commissioners accepted the authority from Allen Twp. for administration of Renewable energy for the township, protecting the safety and welfare of the township citizens. A permit fee of $250.00 for residential wind/solar projects, and $400.00 plus $100/acre for Commercial wind/solar projects was established.

The Commissioners then awarded the 2023 Lead Safe Ohio and assistance for the Lead Hazard control funds with Better Healthy Environments (BHE). The property at 110 Cypress Street, Greenville, was eligible for the funds. The project was awarded to Branson Seamless Gutter and Cleaning of Bradford for $103,880.00.

Darke County Grants agreed to professional consultant services with Access Engineering for the Fort Jefferson Sanitary Sewer System. The total amount not to exceed $225,000.00 covers project coordination, easement preparation, Bidding and negotiating, field investigation, preliminary and final design.

Mark Middlecoff was approved as a residential counselor for the Michael’s Resource and Treatment Center, effective March 2, 2026.

The Commissioners’ regular meeting will meet on Tuesday, March 3rd, 2026, at 9:30 a.m. at the Darke County Board of D.D./Birchwood Training Center on Jaysville-St. Johns Road. A proclamation signing proclaiming March as “D.D. Awareness Month” will take place at 10:00 a.m.
