Commissioners receive bids for the Construction of the Water Tower Replacement Project in Gettysburg

The Darke County Board of Commissioners met on Tuesday afternoon to discuss bids for the Construction of the Water Tower Replacement Project in Gettysburg and a Notice to Proceed for Shinn Bros Inc. for the North Central Area Waterline Improvements project in Versailles. 

Commissioners Matt Aultman, Marshall Combs, and Larry Holmes were present.

The board opened bids for the Construction of the Water Tower Replacement project in the Village of Gettysburg. The board received four bids, each with a possible deduction based on how the base of the water tower will be built. The engineer’s estimate was $1.3 million.

Pittsburg Tank & Tower Group from Henderson, KY, bid $1,317,477 with a deduction of $50,000. Caldwell from Louisville, KY, bid $1,306,700 with a deduction of $81,200. Phoenix Fabricators & Erectors, LLC from Avon, IN, bid 1,582,517 with a deduction of $199,257. Maguire Water Tank Construction and Maintenance from Sioux Falls, South Dakota, bid $1,303,000 with a deduction of $45,000. 

“This is partially funded through the commission office through some CDGB funds,” Commissioner Matt Aultman said. “Upwards of half a million dollars will be applied to this project. The village will be responsible for the rest. It will come from OPWC loans or grants, or other funding sources within the village itself.” 

The board accepted the bids for review. 

The board approved Resolution (R-358-2023). This is a fund advance back from the 2023 Gettysburg School Demolition Grant. This advanced $40,000 back into the General Fund.

The board also approved Resolution (R-362-2023). This is a Revenue and Appropriation Increase for the Darke County Family and Children First Council as a result of the new 2024 Early Intervention Grant. This increases both Revenue and Appropriations by $179,237. 

The board approved a Form of Agreement and Notice to Proceed between the Board of Commissioners and Shinn Bros Inc. for the North Central Area Waterline Improvements project in the Village of Versailles. This agreement states that substantial project completion, which includes all work except final seeding and mulching, must be completed by August 15, 2024, with final completion and payment by September 15, 2024. 

Shine Bros Inc. will be paid $1279,000 for their work. The County is responsible for $470,000 from a CDBG Critical Infrastructure Grant, the Village of Versailles is responsible for $498,000 from OPWC Grant and Loan, and $311,000 from local funds.
