GREENVILLE – The Darke County Board of Commissioners met Tuesday afternoon.
Commissioners Matthew Aultman, Marshall Combs, and Larry Holmes were all present.
Under Resolution (R-453-2024), the Examination and Allowance of Bills dated December 12, 2024, and December 17, 2024 were read and approved. The General Fund was $39,528.60; outside general funds were $753,844.39, for a Grand Total of $793,372.99.
Commissioner Combs approved Project Worker Order #4 for a Box Hangar. Terms & Agreement with Butler, Fairman, Seufert, Inc. governs this. This is for a potential airport project for design and construction services if commissioners accept the bid. Commissioner Holmes disapproved of the motion.
Project Order #4 reads:
A. Amount of Payment
- The Engineer shall receive as payment for the work performed under Item No. 2 below, the total fee not to exceed $114,176.00 unless a modification of the Agreement is approved in writing by the Owner.
- The Engineer will be paid for the following work on a lump sum basis in accordance with the following schedule:

Project Administration $24,510.00
Topographical Survey $11,220.00
Hangar Scoping Document & Contract Documents $30,320.00
Bidding Assistance $6,680.00
Construction Observation $29,845.00
Record Drawings $4,060.00
Final Construction Record $4,350.00
Warranty Inspection $3,290.00
- The ENGINEER will be paid for the work on an hourly not to exceed basis in accordance with rates in Appendix D-1 on the following schedule:

Resident Project Representative $12,000.00
“I Need to acknowledge that I missed the meeting that this occurred at. This is just a topic that I’m not in agreement with,” said Commissioner Holmes before opposing during the vote.
Commissioners also approved a Vehicle Maintenance Agreement between the City of Greenville, Greenville Township, Darke County Sheriff Auxiliary, Village of Union City, OH, and Village of Ansonia, OH.
Under Resolution (R-456-2024), Commissioners approved an Agreement by and between Darke County Commissioners and Darke County Job and Family Services for the complete contract of the Collective Bargaining Agreement. Commissioners previously approved a tentative agreement and this will solidify the agreement.
Commissioners also approved to Re-appoint the current Board of Trustees for Darke County Visitors Bureau Board for 2025:

- Rachel Neal, Darke County Chamber of Commerce

- Jordan Luthman, Hotel Versailles
- Christy Hughes, Winery at Versailles
- Greg Billing, Executive Director, Darke County Visitors Bureau
Following the completion of the presented agenda, Commissioner Combs once again urges community members to continue shopping locally during the holiday season.
