Commissioners approve road resurfacing and paving

GREENVILLE – On Thursday, March 27th, the Darke County Commissioners meeting was preceded by a Proclamation by all three Commissioners stating that March 29th will be Vietnam War Veterans Day in Darke County. The full story will follow.

The session started with two commissioners present, Mr. Aultman and Mr. Combs.  The examination and allowance of bills with vouchers amounting to $90,595.18 out of the General Fund, and outside funds of $81,153.90 for a total of $171,749.08; all were approved for payment.

Road resurfacing and pavement markings for various county and township roads were opened and read.  The county estimate from County Engineer Jim Surber was $1,400,588.00 for 13.90 miles of road.  Walls Brothers had the lowest bid at 1,392,263.50. Township road estimates were $974,360.75; Walls Brothers again had the lowest bid at $965,207.00. Aeromark received the lowest bid for pavement markings at $292,413.50, as the Engineers’ estimate came in at $315,955. All Bids will be reviewed.  An award was made to Brumbaugh Construction for the replacement of the Meeker Road Bridge, at the unit prices bid for $740,000.00, $471,200.00 of federal funds were encumbered for the project.

Two fund advance backs to the General fund were approved next for the airport: one from the 2022 FAA AIP Grant for $2493.92 and one from the 2022 FAA Terminal Infrastructure Grant for $18,590. A third advance was from the 2023 Justice Assistance Grant from the Sheriff’s office for $1,340.34. All were approved and accepted.

Peyton Garbig was approved as a social services worker for the Darke County Job and Family Services.  He will start on May 5th of this year.  Expense requests for the Darke County Sheriff’s office, Commissioners, and Treasurer were read for recommended meetings for the Sheriff’s office for three officers, Kelly Erisman, Christine Gates, and Rachel Class, for $3000.00. The Commissioners approved $1,201.30 for Dale Musser and Lynda York for the Ohio Safety Council expo, and Treasurer Scott Zumbrink will attend a mandatory conference in Columbus. That total will be $875. All were approved.

A 2024 C.D.B.G. grant fund advance was approved for ODP Business for office supplies for $ 98.16. Transfers of Appropriations were next; the Meeker Road Bridge approved $771,200, $471,200 from a Federal Grant and $300,000 from the General Fund for the Bridge.  The Commissioners and the Darke County Juvenile/ Probate courts provided funds to cover a conference for $500 for the courts and $10,367.15 for the commissioners and for maintenance and repairs. A 2025 Brownfield Grant was approved for Treaty Lanes on Sweitzer St. for $600,00, with half from a State Reimbursement Grant and the other from the Commissioners. Two other Brownfield Grants were approved.  A Contract between Choice One Engineering and the Commissioners was approved for $30,000.00 for professional services for the Gordon/Ithaca Sanitary Sewer project.  This is for a preliminary Engineering report within 60 days after receipt of an executed agreement. Lastly, the Commissioners approved some equipment to be declared Junk from the Auditor’s office.

There will be no session on Tuesday, April 1st, as two commissioners will be out of town. The next scheduled meeting is Thursday, April 3rd.
