THEFT

October 1, 2026 – At approximately 2043 hours I responded to 800 East Fifth Street in the City of Greenville in reference to a possible theft.

Upon my arrival spoke to the complainant, Ralph Bailey. When speaking to Ralph more upset about the trash in the yard than discussing his bicycle that was allegedly stolen. Ralph became uncooperative and was given paperwork to fill out regarding the alleged theft.

While on scene I observed multiple piles of trash in the backyard. On 10/01/26, I was advised by Lt. Monnin, our code enforcement, Chad Baltes was out of the office this week where I then made a report. On 10/02/2026 I spoke to Glenn Julian who lives at the listed address where he advised the trash was mostly Ralph’s who also lives at the listed address. I then spoke to Christopher Landis (who owns the residence and lives there) about the trash where he was advised the trash needs cleaned up. Christopher stated the trash is Ralph’s where I advised him again of the eviction process and that he continues to allow Ralph to live at the listed address. Christopher was advised that due to the property being his it is his responsibility for the upkeep. Christopher was personally served a trash notice and advised the trash needs cleaned up within 5 days or there could be possible charges.

The trash piles contained numerous furniture items, and other items that are broken. See photos for best evidence of trash piles at the residence. I have sent an email to Chad and the Safety Service Director about this incident. I will need to follow up after 5 days. Photos were attached to this report.

DRUGS

September 30, 2026 – At approximately 1802 hours I was dispatched to 1205 Sweitzer Street; Clark Oil in the City of Greenville in reference to a vehicle that was parked in front of a gas pump. The complainant advised dispatch that the passenger of the vehicle was passed out and the driver appeared to be nodding off. The complainant described the vehicle as silver.

Upon my arrival I observed a vehicle that matched the description that the complainant gave parked in front of a pump. I exited my cruiser and made contact with the subject in the driver’s seat, Amber Ross and the passenger who was currently passed out, Caleb Roecker. I advised Amber why I was speaking with her and she appeared to be incredibly nervous. Amber stated “Oh my God” when she saw that I was standing next to her window. I advised Amber that I was Officer Kreitzer with the Greenville Police Department and she nervously and rapidly stated “Hi”. I told Amber that someone had called the Greenville Police Department because Caleb was passed out and she had possibly been nodding off. Amber asked “Me?” and began looking around her vehicle. I asked Amber to exit her vehicle to speak with me. Amber exited her vehicle and walked to the front of my cruiser, and I asked her where she was coming from and she stated, “Maid-Rite and um yeah that’s about it”. Amber stated she was on her way to Englewood. I asked Amber to provide me with her driver’s license, and she rolled her eyes and shook her head no. I asked Amber if she had an identification card and she squinted her face and stared at me. I asked Amber if she had a warrant and she nodded her head yes. I asked Amber to provide her social security number and she did. Dispatch checked Amber’s driving privileges through LEADS/NCIC and advised her privileges are under a non-compliance suspension from 09/18/2020 to indefinite. Dispatch also advised that Amber did not have an arrest warrant. During my entire conversation with Amber, she was unable to stay still and continued to appear very nervous. I asked Amber if she was fidgety and nervous because she thought she had a warrant and her driver’s license being suspended and she stated “Yeah”.

P. O. Daugherty arrived on scene, and I asked Amber if there were any drugs in the vehicle and she nodded her head no. I asked Amber if my K-9 would alert on the vehicle and she stated “Probably”. I asked Amber why my K-9 would alert to her vehicle and she stated “Weed” and I told Amber that my K-9 would not alert to the odor of marijuana. I asked Amber if she minded if I searched the car. Amber just looked at me before turning her head away from me and staring at the vehicle. Amber continued to appear nervous and never answered, this behavior is abnormal based on my training and experience. I told Amber to hang tight, and I walked to the passenger side of my cruiser to retrieve my K-9 partner, Kilo. Amber asked me before I could retrieve Kilo, “Can I just show you what I have?”. I asked Amber what she had and I walked with her to the front of her vehicle. I asked her again what she had and she began to cry. I advised Amber of her Miranda warning, and she stated she understood her rights. I asked Amber, “What do you have?” and she said, “Fetty and Ice”. I asked Amber where the drugs were and she stated, “In my purse”. I placed Amber in handcuffs, and they were double locked and gap checked.

I told P. O. Daugherty to detain Caleb and Amber stated, “He doesn’t know anything about it”. I asked Amber how much drugs she had in the vehicle, and she stated she had a gram. I asked Amber if she came to Greenville to buy drugs and she stated, “No, I swear, I’ve had it, I got it in Brookville”. I observed cash laying in the front seat of the vehicle, and I asked Amber why she had so much cash laying out. Amber stated she was going to put $30 worth of gas in her vehicle. I observed a much larger amount of cash than $30 in the vehicle and based on my training and experience, drug traffickers will carry large amounts of money on their person. I began questioning Amber further about the cash and she became nervous and began to fidget again. Amber then stated the cash was for a hotel in Englewood. I placed Amber in the backseat of my cruiser.

I began searching the vehicle and located a maroon female purse in the front driver’s seat of the vehicle. I opened the purse and located a small pink bag that contained one loaded syringe that contained a purple liquid substance, one loaded syringe that contained a clear liquid substance, a clear bag containing a blue straw and a white crystal substance that appeared to be methamphetamine, a clear bag that contained a white powder substance, a methamphetamine pipe with burn marks and possible white residue, a large bundle of clear plastic pill bags, $376.00 of cash, 16 Gabapentin capsules, one Pregabalin capsule and seven cut straws that contained a white residue. P. O. Nibert located a bag of mushrooms in a bag that he found in the backseat of the vehicle. Amber later admitted that the mushrooms were hers as well.
