STOLEN PROPERTY
March 19, 2025 – At approximately 2:56 pm, I was contacted by ECO Fox who advised that a subject wishing to remain anonymous had called GPD dispatch, advising Celeste Julian had stolen a trailer from Union City and it was in the area between East Fifth Street and East Fourth Street in the city of Greenville. It was found that Union City PD had taken a report of a stolen trailer on March 15th, taken from 901 Elm Street, Union City, Ohio.
The trailer was described as being an 8-foot wide and 14-foot long single axle trailer, black in color with a rear gate and an aluminum chrome colored right wheel fender well. The report also showed there was no license plate on the trailer at the time of the theft. Please see Union City PD report 25-UC0032 for further information.
I was familiar with a trailer matching the description parked in the yard of 800 East Fifth Street. I had noticed the trailer in the yard on March 15th, 2025 and had observed Celeste in the driveway of the residence.
I went to the residence and observed that the trailer matching the description of the stolen trailer was still parked in the yard and had personal belongings piled on top of it. I made contact with Jerry Kaufhold at the residence, who advised that he lives there. I asked Jerry who owned the trailer parked in the yard. Jerry advised that a woman named Celeste had brought the trailer to the house and it was all her stuff on it. I advised Jerry that I believed the trailer was stolen and asked if I could go onto the property and walk around the trailer to confirm, which he advised I could.
I checked the trailer and found that it did not have any VIN numbers attached to it. While checking the trailer, Robin Kaufhold arrived at the residence on foot and asked what I was doing checking her niece’s stuff. I asked Robin if her niece was Celeste and she advised that she was not actually her niece, but she just called her that. I asked Robin where Celeste got the trailer, and she advised that Celeste left one day and got her stuff out of storage and came back with it and said she borrowed it from a friend. I advised Robin that I believed the trailer was stolen and that it matched the trailer that was stolen. I advised Robin that I would contact Union City PD and see what they wanted done with the trailer.
I contacted Chief Ater with the Union City Police Department and advised him I had located the stolen trailer. Chief Ater advised that he would try to contact the owner and see if he could come pick it up.
I again made contact with Robin at the residence and asked her when Celeste brought the trailer to the property, which she stated was Friday or Saturday (March 15th, March 16th).
I asked Robin how they brought the trailer here which she advised her ‘buddy” brought it here for her and that she thought his name was James and he drove a white vehicle. I asked Robin if Celeste said anything about the trailer which she stated, “yeah” and paused and looked at me like she did not want to say what Celeste told her. I asked Robin to tell me what she said and be honest with me. Robin stated she told her she got it from Elm Street in Union City on the Ohio side and that she got it from her son’s old landlord, but she was not sure of his name, and that there were two trailers and she took one. I asked Robin if she told her she stole it, which she advised yes. I asked Robin if she wanted to write out a statement, to which she advised that she did not.
I again contacted Chief Ater and advised him of what Robin had told me. He advised that he could not make contact with the owner and advised to have the trailer towed and to be stored at the tow company’s tow lot. Chief Ater advised that Robin could take Celeste’s property off the trailer before it was towed.
Robin was advised of this, and she and Jerry unloaded the trailer.
I had GPD dispatch contact the next available tow company which Hot Rods Towing responded and towed the trailer to their tow lot until it could be picked up by the owner.
Chief Ater later advised that they would be handling the charges for the theft.
Photos were taken of the trailer and emailed to GPD Records to be added with this report.

DRUG POSSESSION
March 24, 2025 – At approximately 6:33 pm, observed a black Honda Civic traveling west on Martin Street, in the City of Greenville, without a license plate.
Upon getting behind the vehicle, I was able to verify that there was no visible license plate. Due to the rear window tint, I was unable to read the folded temporary tag taped to the window. The vehicle then abruptly turned south onto Riffle Avenue and again headed west on Eleventh Street.
I initiated a traffic stop on the vehicle on Eleventh Street near Hiddeson Avenue and made contact with the driver, Daniel McCarty. Upon getting to the driver’s side window, Daniel rolled his window down approximately 1/4 of the way. Due to the tint on all the windows, I was unable to see the backseat of the vehicle. I explained to Daniel the reason for the stop and asked him to provide the registration. Daniel provided me with a piece of paper that, upon further review back in my cruiser, was a bill of sale with no vehicle information on it. After getting this paper, I then asked both Daniel and his front seat passenger, Ryan Burgan, for their IDs. Ryan stated he did not have his with him, while Daniel provided me with his.
I asked Daniel if there were any weapons in the car, to which he replied, “Nah.”. I then asked Daniel if there were any drugs in the vehicle, to which he hesitated and then replied, “say what?” I repeated the question and said, “nah.” Daniel stated that he just bought the vehicle and has not received his plates from the BMV. Upon returning to my cruiser to run these subjects through LEADS/NCIC, I discovered the bill of sale instead of the registration. I returned to the vehicle to advise Daniel I needed to see his registration for the vehicle. Upon speaking with him again, he handed me an insurance card and a registration for a Chevy. At this time, I noticed another male sitting in the backseat. I then asked Daniel to lower the rear window so I could see this male. Upon rolling the window down, a strong odor of raw marijuana was present from the backseat.
Upon asking the backseat passenger for his name, he did not want to identify himself and then gave his social security number. This subject would later be identified as Kolin “Tony Lawless” Block from Piqua, Ohio. During my interaction with Kolin, he was holding a blue and black drawstring bag with his left arm. I then advised the occupants that I could smell marijuana inside the vehicle, to which Daniel replied that he had some in the vehicle previously, but not currently. Due to all of the occupants’ behavior, I then requested P.O. Hall and his K9 partner, Atz, to respond.
At this time, P. O. Hall and his K9 partner arrived on the scene to perform an open-air sniff of the vehicle. The result was a positive alert for the presence of the odor of illegal narcotics. Upon telling the occupants of the positive alert, Kolin stated, “I’ll give you the little bit of weed I got. Can I just give it to you?” I then again asked the occupants if there were any other weapons or drugs in the vehicle, to which no one replied to this question.
At this time, Kolin attempted to hand me 2 large bags of raw marijuana, which he retrieved out of the blue and black bag, through the backseat window. I then asked about other drugs and weapons again, to which Daniel replied, “Not that I’m aware of. Not in my possession.” During this conversation, Kolin continued to move the drawstring bag.
I instructed Daniel to step out of the vehicle and face the vehicle so I could perform a weapons pat down. After completing this weapons pat down, I instructed Daniel to the front of my cruiser.
At this time, I requested Sgt. Prickett to respond. I then walked around the front of their vehicle while P. O. Hall instructed Kolin to step out of the passenger side. Kolin stepped out of the vehicle holding the 2 large bags of marijuana and handed them to P. O. Hall. P. O. Hall then asked if any other illegal items would be located inside the vehicle, to which Kolin turned around and said, “Not in… no” while he continued to look at the drawstring bag. After completing the weapons pat down on Kolin, I instructed him to stand with Daniel. I then instructed Ryan, out of the front seat, and after completing the weapons pat down, instructed him to stand with the other two and P. O. Hall.
While searching the vehicle, Kolin continued to walk around the area, causing P. O. Hall to tell him multiple times to stay where he was. Upon searching the back seat of the vehicle, I located miscellaneous clothing and personal items belonging to Kolin. Upon searching the drawstring bag that Kolin had pulled the marijuana from, I located a small bag of raw marijuana, a digital scale and a loaded black CZ P-10 S 9mm handgun. I then advised dispatch of the loaded firearm and while I unloaded the handgun in the backseat, I heard P. O. Hall yell, “Get back here.” Upon looking up from the vehicle, I saw Kolin running northbound in between houses, with P. O. Hall giving chase on foot. I then detained Daniel and Ryan in the backseat of my cruiser, while Sgt. Prickett then gave chase in his cruiser. Kolin obstructed the investigation of this traffic stop by fleeing on foot.
Sgt. Young from DCSO arrived shortly after to assist with my search of the vehicle. During the rest of this search, no other illegal items were located. Then separated Daniel and Ryan into different cruisers and advised them that they are not under arrest at this time. I then read them both their Miranda Rights, to which they both stated they understood. Upon speaking with Ryan first, Ryan stated that he has known Daniel since they were kids. Ryan stated that he lives at 405 Martin Street in Greenville and Daniel lives in Piqua. Ryan stated that after Daniel picked him up earlier today, they returned to Daniel’s residence in Piqua. Ryan stated that Daniel’s roommate had invited Kolin over while they were there. Ryan stated that he had never met Kolin until today and was unaware of any drugs or guns that were in the vehicle.
I then packaged the marijuana and firearm before speaking with Daniel. Daniel advised of the same story that Ryan stated. Daniel stated he and his roommate, Vidol Lee-Shauer, live at 1705 Dubois Dr. Apt. #B in Piqua. Daniel stated that his roommate is a rapper and that he only knows Kolin as “Tony Lawless,” which is Kolin’s rapper stage name. Daniel stated that Kolin then asked for a ride home and that he agreed to take him home after dropping off Ryan. Daniel also stated that he was unaware of any drugs or guns that were in the vehicle.
The area was patrolled for Kolin but he was unable to be located. P. O. Hall and his K9 partner attempted a track Kolin but were unsuccessful. Our department was advised shortly after the foot pursuit that Kolin attempted to hitch rides back to Piqua from vehicles in the area of Martin Street and Ohio Street. Both Daniel and Ryan stated that Kolin is unfamiliar with this area and will attempt to get back to Miami County. Photos of Kolin were sent to multiple Officers and Deputies from local agencies in reference to this incident.
After running all 3 subjects through LEADS/NCIC, suspended through Ohio and has 2 active warrants within the pick-up radius. After speaking with Lt. Monnin and Sgt. Prickett, Daniel was given a warning for the temporary tag not being visible and was released with Ryan. Daniel stated that all items in the backseat of the vehicle belonged to Kolin, except for a kid’s coat and a PlayStation headset and charger. All other items were taken as abandoned property and placed in the property at the police department. The firearm that was located in the drawstring bag was seized in reference to a CCH on Kolin, stating he is a fugitive of justice and cannot legally possess a firearm. The marijuana was later weighed on an unofficial tared scale, which showed a weight of approximately 160 grams of marijuana. This is approximately 5.7 ounces, which is over the allowed 2.5 ounces.
Charges pending against Kolin Durane Block for weapons under disability, a felony of the third degree and obstructing official business, a misdemeanor of the second degree and possession of a controlled substance, a misdemeanor of the fourth degree.
This case will be sent to the Darke County Prosecutor’s Office in reference to Felony charges.
March 25, 2025 – The Darke County Prosecutors Office denied charges in this case for weapons under disability. Kolin Block will receive citations for possession of a controlled substance ORC 2925.11, Obstructing Official Business ORC 2921. 31A, and Improper Handling of firearms in a motor vehicle ORC 2923. 16B. Kolin will be served with these citations upon locating.
