ANIMAL COMPLAINT
June 16, 2026 – At approximately 1140 hours, I was dispatched to 923 East Main Street in reference to a barking dog complaint. Upon my arrival and as I approached the sidewalk area in front of 915 East Main Street, where the complaint originated from, I was able to hear several dogs barking extremely loud and running through the listed address.
While speaking with the complainant, Shane Applegate, who lives at 923 E Main, he advised me that the dogs in the residence at 915 East Main Street started barking around midnight on June 16, 2026 and had not stopped all night and all morning. He and his wife, Ave Applegate, both advised that the barking had kept them awake last night and several nights in the past. While speaking with the complainant and witness, I was able to hear the dogs continuously and aggressively barking to the point that it was hard to hear the complainant and witness while speaking with them approximately four feet away from me. Both Shane and Ave advised me that they would like any kind of charges against the owner of the dogs and would be willing to fill out statements.
I was able to go to my cruiser and check Spillman for any previous warnings given to the owner or the residence at 915 East Main Street, Collen Jessup. I observed there to be two previous warnings that had been given to Jessup from 06/05/2025 by PO Wentworth and another one on 04/24/2025 by PO Nibert. I was able to speak with Sgt. Raffel, who had advised that due to the current state of the dogs’ barking and also with the previous warnings that had been issued, the decision was made to issue a citation to Jessup for the barking dogs.
Shane and Ave were both given and completed witness statement forms. Shane was also given and completed a witness statement form. All paperwork was brought and placed into the records at Greenville PD.
I then spoke with Jessup via telephone. She advised that she was currently out of town, dog sitting for another person as part of her job. She advised that she would not be back in town until Friday, June 19, 2026. I advised Jessup of the complaint and also the decision to issue her a citation for the barking dogs as per city ordinance 618.05A. She advised me that she is running a dog shelter out of the listed residence as a business and that she can not control the dogs and when they bark and when they do not bark. She advised that, currently with her being out of town, her niece, unknown name, was supposed to be at the residence watching the dogs.
Jessup was able to come to Greenville PD and pick up her copy of the issued citation on June 16, 2026 at approximately 1410 hours.
DISORDERLY
June 16, 2026 – At approximately 2010 hours, I was dispatched to 131 E Fourth Street, St. Paul’s Lutheran Church, in the City of Greenville in reference to a disorderly.
Upon my arrival, I made contact with Joshua Green and Moreah Lemon. Joshua advised that he was at a Narcotics Anonymous meeting and heard yelling outside. Joshua did not see anything but came outside and saw Moreah and her husband, Ziathean Lemon, on the sidewalk.
Moreah advised that she and Ziathean were at the meeting together and stepped outside to talk. Moreah and Ziathean were arguing and Moreah brought up that she wanted a divorce. Ziathean then got angry and started yelling. Moreah started to walk away, which made Ziathean even angrier. Ziathean then threw his vape at a glass door, causing it to crack and spider web. Ziathean then left the scene. Moreah believed that Ziathean did not go back to their house but to a neighbor’s to calm down. She gave his updated phone number for us to contact him and filled out a statement form.
I made contact with the Pastor of St Paul’s, Keith Menter. He advised that, as a representative of the church, he wanted to pursue charges against Ziathean for damaging the door. Keith filled out a victim’s rights form on behalf of the church. P.O. Daugherty took photos of the glass door.
I called Ziathean and he advised he was in the 500 block of East Water Street and would wait outside to speak with me. I made contact with Ziathean and he was honest and advised he lost his temper and threw his vape at the door, but was unaware that he had broken the glass.
He was cited for criminal damage. He was given a copy of his citation and advised of his mandatory court date and time.
WARRANT
June 22, 2026 – At approximately 2:51 P.M. I was dispatched to the alley behind 446 West Fourth Street in the City of Greenville in reference to a suspicious vehicle. The complainant advised he thought he observed a possible drug deal at 303 Chestnut Street # 1/2, which is directly behind his residence. I was aware that Gage Bradburn resides there and had an active arrest warrant for a violation of a court order through the Darke County Juvenile Court and must serve five days. The Greenville Police Department has also received multiple complaints of possible illegal drug activity at the residence.
Upon my arrival, I observed a blue sedan parked behind the residence. I observed two male subjects walking towards the vehicle. As I was approaching the vehicle, one of the male subjects ran towards the front of the residence. Due to previous encounters, I knew this person to be Gage. I exited my cruiser and ordered Gage to stop, but he continued running. I lost sight of Gage and returned to the back of the residence to speak with the individual who was with Gage, and he was identified as Todd Kuhn. Todd advised he was at the residence to pick up the Gage.
It was at this time that officers secured the perimeter of the residence. Lt. Monnin obtained a search warrant for the residence. The warrant included the arrest of Gage as well as illegal drugs inside the residence. There have been numerous calls and information regarding illegal narcotics before this incident. Shortly after the warrant was signed, Officers made entry into the residence where Gage was located inside and placed under arrest. Officer Archer read the defendant the Miranda Warning. The defendant was transported to Darke County Jail by Officer Archer.
Officers secured the residence. Kierra Ham was in the residence with Gage. Kierra was sent downstairs to stand by with another officer.
Officers began conducting a search for illegal drugs. I located three items on a shelf in the living room. One item was a white owl container, which twisted off. Once opened, I observed an unknown white powdery substance. The second item was a brown cylinder that twisted off, where I located an unknown white substance.
I also observed a small container that was labeled “Tapeworm” medication, which said that it was in tablet form. I opened this item which contained an unknown white powdery substance. Officer Kreitzer located a box in a crawlspace near the bedroom on the Southside of the residence. This box contained two bags of Methamphetamine which tested positive during a NIK field test at the Greenville Police Department. The methamphetamine was weighed with an unofficial scale and weighed approximately 32 Grams.
The box also contained a bag of suspected Fentanyl, which was weighed with an unofficial scale and weighed approximately 15 Grams. The box also contained a bag of suspected LSD tabs. Officer Slade located a white draw-string bag in the living room that contained a pill bottle of Suboxone tabs that were prescribed to Nicholas Neal. LT. Monnin located a mini crossbow in a box in the south bedroom, along with three arrows. The Mini crossbow states on the side of it that it is for use by no one under the age of 18 and states “sport use only”.
Gage will be held on charges of Aggravated Possession of Drugs for the methamphetamine. The other suspected drugs will be sent to the BCI crime lab for analysis for additional charges. The mini crossbow needs to be reviewed for potentially having weapons under disability. Photos were taken before and during the search of the residence.
A credit card belonging to Erika Hall was found on Gage when he was arrested. The credit was taken and placed into the property room at the Greenville Police Department.
June 22, 2026 – At approximately 1454 hours, I was dispatched to the Greenville Police Department in reference to Andrew Purvis turning himself in with a warrant.
Upon arrival, dispatch advised the warrant was through Darke Co. and was for failure to appear on a traffic offense. I went to the lobby and arrested Andrew on the warrant. I handcuffed Andrew and then searched him incident to arrest, finding no contraband.
I transported Andrew to the Darke County Jail, where he was released to jail staff and incarcerated. My cruiser 1936, was checked prior to and after transportation of Andrew, finding no contraband.
WELFARE CHECK
June 15, 2026 – At approximately 12:29 PM I was dispatched to the area of the E. Main St bridge, Greenville, OH on a person possibly passed out from intoxication near the bike/walking path.
I located Ethan Albert sleeping in the grass area of the E. 4th St. park bike/walking path. Ethan Albert was able to be woken up. I then located next to him an open and full 32 oz Miller High Life beer can. Another unopened can was lying in the grass area about 4 feet away.
I spoke with Ethan Albert and he admitted to consuming one 32 oz beer earlier then falling asleep, where he was found in the grass. The alcoholic beverage was dumped out in the grass. The beer can had liquid, amber in color and an odor of alcoholic beverage, beer
Ethan Albert was issued a citation for the open container in a public place. A body-worn camera captured this interaction.
The empty beer can was disposed of in the trash.
