DISORDERLY
July 21, 2025 – At approximately 1:04 am, I was dispatched to 209 East Main Street (Towne House Motel) in Greenville in reference to a report of a subject being disorderly.
Prior to my arrival, dispatch advised that witnesses reported a male subject wearing a dark colored hoodie and sweatpants was seen spray-painting the wall of the building across the alleyway of the above-listed address.
Upon my arrival, I spoke with Mikayla Cain and Miguel Gutierrez. They both advised that they heard a noise in the alleyway and walked towards it. They described an older male wearing a black hoodie and dark colored sweatpants who was spray-painting the wall.
Mikayla stated she asked the subject if she could see his artwork. Mikayla then advised the subject looked at the two of them and stated he was going to kill them and proceeded to reach near his right hip. Miguel then advised that it was when the subject took off, sprinting to the northwest, passing by Fifth Third Bank.
I observed the spray paint on the wall to be wet and was also able to smell the paint, which both showed signs of the paint having been recently applied. I observed the paint to be black and the word ” wigga” was sprayed on the wall. I also observed a line going across the door of the building in question.
The address of the building, which was sprayed on, is 200 East Third Street. I was unable to speak with the owner of the building, RMS 200 Limited Liability Corporation. I attempted to make contact with Jeffery but was unable to do so. I left Jeffery a voicemail asking him to call me back.
At this time, there are no leads as to who the subject in question is. Sgt. Smith and I patrolled the area and were unable to locate anybody matching that description. Sgt. Smith advised that he would speak with Fifth Third Bank for video camera footage of the suspect.
THEFT
July 17, 2025 – I was dispatched to the GPD station in reference to a forgery/theft complaint.
Upon arrival, I met with Joan Moss and Danita McEldowney. Joan Moss stated that she wrote a check on 6-30-25 for $75.00 to Danita McEldowney and mailed it. On 7-2-25, Danita McEldowney received a visual mail, a photo of the mail coming to her residence. The letter was never delivered to 141 Eastwood Dr., Greenville, OH. Joan Moss stated she contacted her bank, Greenville Federal Bank, which stated that the check was deposited into a Greenville National Bank account at an ATM. I made contact with Greenville Federal Bank employee Lisa Eadler. She stated that she would contact this officer at a later date and time when she was able to retrieve the video from the ATM and the account information.
Lisa Eadler was able to refund the money to Joan Moss. Greenville Federal is now the victim of the $75.00. Further follow-up will be needed to identify the person who deposited the check.
TRAFFIC
July 13, 2025 – At approximately 5:50 am, I observed a gray 2019 Toyota traveling East on E. Main near Wagner Ave. without functioning taillights. I initiated a traffic stop on the vehicle at N. Ohio and E. 4th St. I made contact with the driver, Ahmed Alghaithi, who produced a California driver’s license and proper paperwork for operation of the vehicle.
Additionally, there was a passenger in the vehicle, Ala Alshaweah, who also freely provided a New York ID card. While speaking with both subjects in the vehicle, it was unclear where they were coming from or where they were traveling to. While I ran their identification through dispatch, PO M. Colby continued to speak with the passengers. She then requested dispatch to contact the Union City Police Department’s canine officer, Officer Combs and his
canine Xyn.
A short while later, Officer Combs arrived and ran a free air sniff around the vehicle with canine Xyn. Canine Xyn alerted to the odor of narcotics under the vehicle on the passenger side. At this time, both subjects were asked to step out of the vehicle and a search of the vehicle was conducted.
While searching the vehicle, PO M Colby located multiple US and Republic of Yemen passports, a Social Security Card, and a Naturalization Certificate, not belonging to either of the subjects in the vehicle. Both Ala and Ahmed were read their Miranda Rights, and they indicated that they understood.
When asked about the documents, Ahmed advised that they belonged to relatives living in Greenville. Ahmed was advised that the documents would be held for safekeeping and that owners of the documents could collect them at the Police Department.
No other narcotics or illegal items were located in the vehicle. Amhed was warned for the taillights and sent on his way. The documents were brought back to the police station to be put into property in case the owners came to retrieve them.
July 19, 2025 – At approximately 8:57 PM, I observed a maroon Chrysler bearing Ohio registration JXU4690 traveling south on Walnut Street in the City of Greenville. Due to previous encounters, I was able to positively identify the driver as Charles Joseph Vargo, who is also the registered owner.
After checking the registration through LEADS/NCIC, I confirmed that Charles’ Ohio driving privileges were under a non-compliance suspension from 03/22/2024 to indefinite. I also confirmed that the vehicle registration had expired as of 12/07/2024.
I initiated a traffic stop on the vehicle on Walnut Street near East Main Street and made contact with Charles, who was already irate. Dispatch confirmed that Charles’ Ohio license was suspended through LEADS. Due to the frequency of DUS citations that Charles has received, as well as being FRA and having expired registration, his vehicle was also seized by Dillman’s and towed to their impound lot. Due to this suspension, Charles’ physical license was also seized. Prior to being seized, it was noted that the only item left in the vehicle was a set of jumper cables.
Charles was issued a copy of his citation and advised of his court date and time.
Throughout this interaction, Charles continued to make vague threats against law enforcement, the Ohio BMV, and the City of Greenville.
