ANIMAL COMPLAINT
December 22, 2025 – at approximately 1617 hours I was dispatched to 222 Markwith Ave, Greenville, Ohio on an animal complaint.
Upon arrival, I spoke to Ben Baker, who advised that one of the neighbor’s dogs behind him is loose and running around. Ben stated that the dogs belong to Troy Vanden at 229 Hart Ave, I was able to confirm Troy and found that he was recently issued a warning for failure to control dog on 12-10-25.
Upon arrival at 229 Hart Ave, I located a younger German Shepard dog running around the block. The dog was running down the streets and through people’s yards. I was able to locate Troy’s 7-year-old son outside, who was looking for the dog. I asked him where his dad was and he stated inside the house. I told him to go get his dad and he needs to get his dog contained.
Troy came outside and, after several minutes, was able to get the dog under control and back inside. Troy stated that they now have approximately 6 dogs and they are a lot to control. I advised him that, with the prior warning and multiple barking dog calls that he would be issued a citation for animals at large. Troy was given his copy of the citation and advised of his mandatory court date and time.
DISORDERLY CONDUCT
December 29, 2025 – At approximately 1550 hours I responded to 222 West Main Street Apt #8 in reference to a possible disorderly person. The complainant advised dispatch that Robyn, who lives at the listed address, was throwing items out of her apartment and throwing frozen water bottles at cats. The complainant also stated that Robyn was yelling on her porch.
Upon my arrival, I observed numerous items outside the listed apartment knocked over as well as frozen water bottles on the ground and packages of food. Chief Benge, Officer Kreitzer and Officer Ward were already talking to Robyn Newberry, who lives at the listed address. Robyn appeared to be agitated and pleaded with officers to let her be. Robyn was outside her residence with no socks or shoes on and was wearing a short-sleeved shirt with a skirt. It should be noted that the weather at this time was very cold, approximately 25 degrees, with the wind nearing 0 degrees.
While officers were speaking to Robyn, she became uncooperative. Robyn was rambling in what appeared to be in tongue or another language. Robyn was told numerous times that we were there to check on her to make sure she was okay. Robyn was advised that she cannot be outside throwing items, causing neighbors to be alarmed. Robyn did not seem to comprehend any of our conversation. Robyn attempted to go inside her apartment and close the door, where Robyn was advised she was being detained while we investigated this incident.
It was at this time it was decided Robyn needed pink pink-slipped as officers believed she could not take care of herself due to the state she was in. Due to Robyn’s erratic state, she was handcuffed, for her safety and officer’s safety. Officer Kreitzer and Officer Ward transported Robyn to Wayne Hospital, where she was pink-slipped.
I stayed on scene and spoke to neighbors about this incident. I spoke to Debra Phelps, who lives across from Robyn at 222 West Main Street Apt. 7 and was the one who called this incident in. Debra advised that Robyn started throwing items outside at approximately 1400 hours.
Debra stated that Robyn was yelling, singing loudly. Debra stated she went outside to grab a package and asked Robyn if she was okay, where Debra stated Robyn started “staring at her like she was evil”. Debra stated she saw Robyn throw bottles of water at the cats. Debra also stated Robyn was coming in and out of the residence and was throwing items, including food and clothing. Debra advised that Robyn had even broken her mailbox. Debra advised that these actions caused her to be alarmed.
I then spoke to Catina McNut, who lives at 222 West Main Street Apt. 2, who advised that she heard this incident but advised she did not observe anything at this time.
However, Catina advised that at 0715 hours, she was woken up by Robyn screaming behind her apartment and then walked around front while still screaming and cussing. Catina advised that these actions caused her to be alarmed.
Robyn was also served a citation for disorderly conduct (2917. 11(A) (2), but enhanced to an M4 as this incident took place within 1,000 feet of St. Mary’s Catholic School (238 W Third Street).
INJURED INDIVIDUAL
December 28, 2025 – At approximately 0944 hours, I responded to 103 Meadowgreen Drive in reference to an elderly female who had possibly fallen inside the residence.
Upon my arrival, I made contact with the complainant, Cheryl Meinerding. Cheryl advised that she has not heard from the homeowner, Judy Brode, in approximately 2 hours and has not been able to make contact with her at the front door. P. O Daugherty was able to speak with Judy through the closed door, but Judy was unable to unlock the door. There were no unlocked doors or windows in the residence.
Greenville Township rescue responded to the scene and used a door breaching tool on the back door. The tool was unable to get the door completely open. I kicked the door twice to gain entry into the residence. Judy was located in a bedroom, lying partially on the bed.
Judy advised that she was unable to get up and had been stuck lying on the bed for several hours. Judy denied needing any medical attention and signed a refusal to go the the hospital.
I took pictures of damage to the back door where entry was made and will attach them to this report. Property Damage form, Appendix D, was completed.
MENACING
December 29, 2025 – At approximately 1051 hours, Chief Benge advised me of a menacing complaint that occurred at 504 S. Broadway Street, Darke County Court
House.
Chief Benge advised me that Charles Vargo had threatened to harm the Greenville City Prosecutor, Steven Anderson, and to burn the city of Greenville in about a month. Steven Anderson filled out a witness statement.
Steven stated that at approximately 1000 hours, he was on the 3rd floor of the Darke County Courthouse in the waiting room with the elevator. While in the waiting room area, Charles and his attorney, Kevin Allen, exited the elevator. When Charles exited the elevator, he flipped off Steven with his middle finger. About a minute later, Charles and Kevin returned to the waiting area and sat down a few feet away from Steven.
Charles began speaking angrily towards Steven, then stated, “They stole my car” and ” I want my god damned car back”. Steven attempted to calm Charles down, asking him how his day was going. Charles responded, “You’ll find out in a month”. Steven asked Charles to repeat what he had said. Again, Charles said, “You’ll find out how I am in a month, maybe a little longer”. Steven asked Charles what was going to happen, and Charles responded, “Revenge”. Steven asked Charles what he meant by that. Charles responded “They stole my car, it was all I had,” Now all I have left is vengeance,” Charles continued on stating you’ll see in a month,” and “you people are going to pay”. Steven stated he took these statements from Charles as threats towards himself, the city of Greenville and potentially police officers.
Steven also stated that Kevin had advised Charles not to say anything else and then Charles began arguing with Kevin. P. O. Conway then arrived at the courthouse for an unrelated trial. P. O. Conway asked Charles how his cat was doing. Charles responded, “what do you fucking care”. Steven stated that Charles responded in an aggressive tone towards P. O. Conway. Charles then began speaking very loudly and angerly about how “they stole my car,” and then Charles said, “This town is going to burn”.
After receiving this complaint, P.O. Archer and made contact with Charles at 243 Marion Drive, Ayden Healthcare at approximately 1215 hours. Upon making contact, we advised Charles he was under arrest for aggravated menacing. Charles was placed in two pairs of handcuffs due to the limitations of his arms behind his back. Both pairs of handcuffs were gap checked and double locked. Charles was searched incident to arrest and no contraband was found. ]
Charles was transported to Darke County Jail. Upon arrival at the jail, jail staff asked Charles if he was homicidal or suicidal, Charles replied “not yet”. Charles was released to Darke County Jail staff.
SUSPENDED DRIVER
December 24, 2025 – At approximately 21:59, I observed a blue Honda Van bearing Ohio registration KRX3313 traveling southwest on East Fifth Street in The City of Greenville, Ohio.
The listed vehicle ran the stop sign at the intersection of East Fifth Street, Morrow Street, Green Street, and Locust Street and turned left onto Green Street. I activated my emergency overhead lights and conducted a traffic stop. It was discovered the driver of the listed vehicle was Cory Bradburn.
I checked Cory through LEADS/NCIC and discovered his Ohio driving privileges were under a suspension for a License Forfeiture from 11/5/2024 to indefinite. It was also discovered that the defendant had a warrant out of Preble County for failure to appear in court for a driving under suspension offense.
I placed Cory in handcuffs, which were gap checked and double locked. Cory was searched incident to arrest, and no contraband was found. Cory was transported to the county line and passed off to Eaton Police Officer Cheek to transport him to Preble County Jail to be incarcerated. I checked my cruiser before and after transport and no contraband was found.
Cory’s license was held and he was issued a copy of his citation and advised of his mandatory court date and time. Cory’s vehicle was left, parked legally on the side of the
road.
TRESSPASS
December 23, 2025 – At approximately 1239 hours, I was dispatched to 655 Martin St., Greenville, OH, in reference to a trespassing call.
Upon my arrival, I made contact with Sophia Green, who advised that her mother, Stephanie Green, had been trespassed from the above-stated address and had once again come back onto the property and was currently in the house. I spoke to Stephanie, who at the time was located in the house. I asked Stephanie why she had returned to the property and she advised that the back door to the property was open and that a doctor had told her that she needed to rest somewhere after her recent breathing treatment. I told Stephanie that she had been warned for trespass from this address on 12/06/2025, which she acknowledged that she had.
I then spoke with Sophia again, who advised that she wanted Stephanie charged with Criminal Trespass. In her witness statement, Sophia clarified that Stephine was not invited onto the property and that she did not have permission to be there.

Stephanie was cited for criminal trespass, given her copy of the citation and advised of her mandatory court date and time.
WARRANT
December 23rd, 2025 – At approximately 2213 hours I went to 148 Bellevernon Avenue to make contact with Creston Bradburn who has an active arrest warrant for Contempt of Court through Darke County.
Upon arrival, I made contact with Creston and placed him in handcuffs. double locked and gap checked. Dispatch confirmed the warrant through LEADS/NCIC and Darke County Sheriff’s Office.
I placed Creston in the back seat of my cruiser and transported him to the Darke County Jail, where he was released to jail staff.
December 22, 2025 – At approximately 2007 hours, I responded to the upper apartment at 213 Twelfth Street in the City of Greenville to serve a misdemeanor warrant for Michael Crawford.
Upon the officer’s arrival, we made contact with a female subject, who was outside of the residence in a vehicle. Upon speaking with her, she advised that she was at this address to meet with Michael. She was advised that Michael had an outstanding arrest warrant and that if she could call him, to have him come outside. While I stayed with the female at her vehicle, P.O. Kreitzer went to the front door of the residence. She spoke with Michael on the phone and he came to the door. Before opening the door, he moved the curtains in front of the window and came face to face with P.O. Kreitzer. Due to previous encounters with Michael, P.O. Kreitzer was able to positively identify him at this time.
P.O. Kreitzer began yelling commands for Michael to open the door, to which he refused. Officers then continued knocking and yelling commands for Michael to come outside, which was met with no response for over thirty minutes. During this time, officers were able to make contact with the landlord, Terry Haworth, who is also the father of Michael’s girlfriend. Michael and his girlfriend have been staying at this address while Terry remodels the apartment. Terry advised officers that he has a key to the residence and believed Michael was inside. Shortly after speaking with officers on scene, Terry arrived with the key to the apartment. Meanwhile, Sgt. Prickett was completing a search warrant for the residence that was signed by Judge Fliehman.
While Sgt. Prickett was completing this search warrant, I began giving commands to Michael using a PA loudspeaker. While using the PA, multiple cruisers used spotlights to illuminate the windows of the residence. These commands were given approximately every three minutes for approximately forty-five minutes. These commands were given to Michael in the hope that he would come out of the residence peacefully and avoid any further altercation. Michael did not come outside, nor did he ever respond to any communication attempts.
On the last PA announcement, Michael was advised that officers would be making an entry into the residence. Officers then used the key provided by Terry and made entry into the residence. Officers began clearing rooms and located a large pitbull inside the residence. Officers then began clearing the attic area and located a blue blanket on the floor that appeared to have someone lying underneath it. Officers began yelling commands at Michael, who then removed the blanket and sat up. Michael was then taken into custody without further issue. Michael’s pitbull was left inside the residence.
Michael was placed under arrest and into handcuffs that were gap-checked and double-locked. Michael was searched incident to arrest with nothing located. Dispatch confirmed the misdemeanor ‘failure to appear’ – receiving stolen property warrant through our department with a bond of $2,025. Michael was read his Miranda Warning, to which he stated he understood. I then transported Michael to the Darke County Sheriff’s Office, where he was released to jail staff. The backseat of cruiser 1941 was checked prior to and after transport, with nothing located.
Due to Michael’s actions during this incident, he was also charged with Obstruction (O.R.C. 2921.31(A)), a felony of the fifth degree. Since Michael refused to come outside and forced officers to make entry into his residence, he created a substantial risk of physical harm to officers, himself and others in the neighborhood.
On December 31, 2025, a preliminary hearing was held in reference to the felony obstruction charge. During this hearing, Judge Monnin would find that our department
met the burden of proof for this charge.
This charge will be sent to the Darke County
Prosecutor’s Office to be heard before a grand jury.
