CPO VIOLATION

January 11, 2025 – At approximately 8:39 PM, I responded to the Greenville Police Department in reference to a CPO violation.

Upon my arrival, I made contact with the complainant, Christopher Brock, and his 14-year-old daughter who will be referred to as CV (Child Victim). Christopher explained that he and the CV live at 209 East Main Street; the Towne House Motel room #108. Christopher stated that his daughter has an active CPO (Civil Protection Order) against 18-year-old Christopher Mitchell. Christopher stated that while he was at work today the CV texted him stating that Mitchell had just walked by the motel, where he knows they live.

Upon speaking with the CV, she stated that while she was home alone today around 1545 hours, she watched Mitchell walk by. The CV stated that he was walking alongside the Towne House building on the east side of Walnut Street. The CV stated Mitchell was wearing a black or blue hoodie with black pants on. The CV stated she was able to positively identify this male to be Mitchell. The CV then continued and stated that earlier today, she was notified by another female juvenile friend that Mitchell had sent a Snapchat picture of CV yesterday. The CV stated that this friend told her that on yesterday’s date, Mitchell sent a picture of CV as she walked back into her motel room. The friend stated that Mitchell then sent this picture to a group chat they were all in with the words, “send to 911. ”

I then made contact with the Towne House Motel staff. The staff allowed me to review camera footage earlier in the day. Upon reviewing camera footage from 1530 hours to 1700 hours, Christopher Mitchell is never seen walking on Walnut Street next to the motel, as the CV originally stated. After reviewing this footage and advising the CV and her father that Christopher is never seen walking, the CV stated she did not remember exactly what time this occurred. The CV stated that all she remembered was it being a quarter till the hour that it happened.

I then made contact with Chistopher Mitchell at his current address, 5436 State Route 49 South: the Stardust Motel. Christopher stated he was never walking in that area and had not left his motel room that day. Mitchell stated he has not had any form of recent contact with the CV. Mitchell stated that he made the CV’s juvenile probation officer aware of ongoing issues multiple days prior to this in reference to the CV attempting to contact him.

Mitchell allowed me to see his Snapchat account and access the group chat in question. Mitchell showed that there are approximately 50 members of this chat and that he does not know most of them. Mitchell denied taking any photos of the CV. Mitchell then removed himself from this group chat in my presence.

The CV and her father both completed written statement forms. completed a victim’s rights form on the CV’s behalf. A confidential disclosure of information form was also completed for this incident.

Due to conflicting stories and lack of evidence, there will be no charges at this time.

DRUG POSSESSION

January 20, 2025 – At approximately 8:28 pm, I responded to 835 Sweitzer Street; Wayne Hospital, in reference to staff locating suspected drugs on a patient’s person.

Upon my arrival, I made contact with security staff who stated two females, Stephanie Bowers and Michelle Elkins, had just been brought into the emergency department with symptoms consistent with overdoses. Security stated that while the nursing staff was moving Stephanie’s items into a separate bag, they located multiple discolored plastic bags. Upon asking Stephanie what was inside the bags, Stephanie stated that the bags were used to contain Fentanyl. Security was then contacted and contained these baggies into a clear zip-lock bag with Stephanie’s information on it.

After Wayne Security provided me with the zip-lock bag, I attempted to first make contact with Stephanie in her emergency room. Stephanie was breathing but unresponsive and unable to answer questions. I then attempted to make contact with Michelle who was also in the same state. Upon entering Michelle’s room, her daughter, Kayla Elkins, was awake and sitting next to Michelle. Kayla stated that she was with Stephanie and Michelle. She stated that something was wrong with Stephanie’s windshield so the three of them went to Dayton to get an “appraisal”. She stated that while they were in Dayton, they “got something in Dayton and they used it all”. Kayla was asked what drugs her mother uses, and she stated, “Fentanyl or Heroin”. Kayla was asked if either Michelle or Stephanie went into a residence in Dayton to buy drugs and she stated that they went to a Papa Johns Pizza store parking lot on Gettysburg Avenue. She stated she had to use the restroom, so she went to a gas station across the street by herself. She advised when she returned, Stephanie and Michelle started slurring their words. She advised that Stephanie was unresponsive, and Michelle advised Kayla to drive them to the hospital. Kayla stated she had Narcan that she used on Michelle but didn’t have enough for Stephanie.

After speaking with Kayla, Sgt. Prickett and I attempted to again make contact with Stephanie about the suspected drugs. Stephanie was able to briefly speak with us and answer questions. Stephanie stated that the baggies contained Fentanyl that she bought in Greenville earlier in the day. She stated she did not know where or from who she bought the suspected drugs. Stephanie then stated she would not be answering any more questions. Stephanie was advised that these bags may be sent off to the crime lab for testing and that subsequent charges may be heard before a grand jury.

Due to the overdose and possession, Stephanie was provided with her copy of the potential immunity form. The zip-lock baggies containing small plastic baggies with suspected drug residue on them were placed into the property. This property may be sent to the crime lab for testing. There are no charges in this case at this time.
