ASSAULT
August 1, 2026 – At approximately 2314 hours I responded to the Greenville Police Department in reference to a possible assault.
Upon my arrival I spoke to Andrew Barnes where he stated Ricky Martin punched him in the head. Andrew stated this is not the first time it has happened, and he stated he was tired of no one helping him. As I continued to question Andrew when and where this happened or if anyone saw this incident. Andrew stated it happened on Broadway downtown but could not be specific. Andrew then stated no one could see Ricky as he is “invisible” and that I would not be able to see him without night vision goggles. I then asked Andrew how he could see him if he did not have night vision goggles, which he responded by stating he couldn’t see but could feel his presence around him.
Andrew had advised Ricky was a real person, and he became invisible by drinking a glow stick and a Mountain Dew. Andrew also stated he believes Ricky broke into a Military base to which he now has a suit that he can turn on and off. While continuing to speak to Andrew he stated he was going to kill Ricky if we did not find and stop him. Andrew denied being on any medication or using illegal drugs. I asked Andrew if he fell and hit his head before this incident where he stated “no, Ricky attacked me”. I tried to explain to Andrew that this incident sounds made up and not real to a reasonable person. Andrew again stated this was real and certainly believed Ricky was invisible and attacked him.
Due to Andrews state of mind as well as making homicidal comments of wanting to kill Ricky, it was decided to pink slip Andrew so he could have a mental evaluation done. I transported Andrew to Wayne Hospital where he was released to hospital staff.
DISORDERLY
August 1, 2026 – At approximately 1820 hours, officers responded to 5436 State Route 49 S; Stardust Motel, in the City of Greenville in reference to an intoxicated disorderly male.
Upon officers’ arrival, we located the complainant, Deesha Valera, who is the owner of the Stardust Motel. Deesha stated that one of their tenants, who would be identified as Shane Wisniewski, has been extremely intoxicated for multiple hours and causing issues with other customers. Deesha stated that Shane has been outside yelling and attempting to talk with other residents. Deesha stated that he continues to get into her resident’s personal space areas and he is making them uncomfortable. Deesha stated that staff attempted to make contact with Shane and resolve the issues peacefully with him but began being belligerent and screaming and cussing at staff members. Deesha stated that staff then advised Shane he would have to leave the premises. Deesha stated after telling Shane to leave, he began crying and ran into another resident’s room and hid in the bathtub. Deesha stated that Shane continued crying and yelling so she contacted our department.
Upon making contact with Shane, I was able to verify that he appeared to be heavily intoxicated. Shane’s eyes were bloodshot and glassy, he was unable to walk straight, a strong odor of alcoholic beverages was coming from his person and breath, he continued to slur his speech and had delayed reaction time. While officers spoke with Shane, he was incoherent due to his level of intoxication. Deesha then advised officers that Shane could stay at the motel as long as he went back to his room and left the other guests and staff alone while he sobered up. Officers then assisted Shane to his room and explained the situation to him multiple times. Shane began pouting and refused to stay in his room. Shane was advised multiple times that if he caused any further issues that he would be arrested. Shane continuously told officers to arrest him while putting his hands behind his back. Shane was given a verbal warning for disorderly conduct and officers attempted to clear the call.
As officers began to leave the premises, Shane came back outside and began yelling at officers. Shane then approached one of the cruisers and continued trying to speak with officers. Officers advised him to go back to his room and left the premises. Due to Shane refusing to go back inside, officers parked across the street from the motel. Shane continued yelling and using obscene gestures in the parking lot of the motel, while other residents were outside. Shortly after, Shane again focused on officers and began walking aggressively towards the cruisers while continuing to yell. Shane continued to stumble through the parking lot and began to cross both lanes of Sweitzer Street without looking in either direction.
Due to there being heavy traffic on Sweitzer Street, Shane caused multiple vehicles to hit their brakes, so they did not crash into him. Due to Shane’s level of intoxication, and his actions while crossing a busy street, he posed a risk of serious physical harm to not only himself but to others on the roadway. Shane was moved out of the traffic lanes and placed under arrest into handcuffs that were gap checked and double-locked. Shane was read his Miranda Rights, to which he stated he understood. Shane was escorted to the backseat of cruiser 1944 where he refused to get into the back. Officers then had to pull Shane through from the other side before both doors could be closed. I then transported Shane to the Darke County Sheriff’s Office where he was released to jail staff. Shane will be held with a bond of $275. The backseat of cruiser 1944 was checked prior to and after transport.
DRUGS
July 29, 2026 – At approximately 10: 48PM I observed a black colored Nissan bearing Ohio registration KNJ6863 traveling West on Martin St near Ohio St in the city of Greenville, OH. I observed the vehicle to be operating with illegal window tint and an improperly displayed license plate. Later at the traffic stop it was discovered that the vehicle’s registration was also expired.
I conducted a traffic stop on the vehicle at Martin St and Ohio St and made contact with the driver, who was identified as Ginny Costanza, and the passenger was identified as Nicholas Daniels. While speaking with the driver I observed her to be nervous and flighty. While speaking with the occupants, Officer Kreitzer deployed K9 Kilo for a free air sniff of the vehicle. K9 Kilo had a positive alert to the presence of the odor of an illegal narcotic and a probable cause search was conducted on the vehicle. While conducting the search, a large plastic baggie containing an unknown crystal-like substance was located in the center console area. With the baggie was a glass smoking pipe that I know from prior training and experience is used for smoking illegal narcotics. Ginny and Nicholas were both placed into handcuffs and advised of their Miranda rights. While speaking to Nicholas he admitted to officers that he knew the plastic baggie and glass pipe were in the vehicle and that it belonged to him and he was holding it for a friend.
Nicholas was placed under arrest for possession of a controlled substance F2, the possession was enhanced to felony of second degree due to the suspected methamphetamine being more than five times bulk, but less than 50 times bulk. A digital scale was used to weigh the suspected methamphetamine which showed an approximate weight of 23 grams. Nicholas was placed in the back seat of a cruiser, where he was transported to the Darke County Jail and released to jail staff.
The suspected methamphetamine was collected and transported to the Greenville Police Department where it was field tested and showed a positive test for containing methamphetamine. The suspected methamphetamine was packaged and placed into property as evidence. The evidence will be sent to Ohio BCI for weight and analysis.
July 28, 2026 – I received information from a confidential citizen. This confidential citizen has given myself and other officers reliable information in the past.
The confidential citizen informed me that Raymond Perkins had gone to the Dayton Ohio area to buy one to two ounces of methamphetamine and had taken a female, Alisha Keith, with him. The confidential citizen advised Raymond had just recently left to go to Dayton today.
I ran Raymond’s silver Ford F-150 bearing Ohio registration KXM9671 through Flock. I found that Raymond’s truck had passed the following Flock cameras on the above mentioned date at the following times:
-1557 hours at Salem Ave at Old Salem Rd eastbound in Clayton Ohio -1559 hours at Salem Ave at Westbrook Rd eastbound in Clayton Ohio -1641 hours at Salem Ave at E. Westbroom Rd westbound in Clayton Ohio -1644 hours at Salem Ave at Old Salem Rd westbound in Clayton Ohio -1647 hours northbound Hoke Rd at I-70 off ramp in Englewood Ohio -1655 hours Main St. at Sheet Rd northbound in Union Ohio
-1659 hours Main St at Baker Rd northbound in West Milton Ohio
While reviewing the above mentioned Flock photos of the vehicle, I observed all of the pictures depicted the same Ford F-150 and license plate as Raymond’s truck. I know from my training and experience that drug users and drug dealers will travel to the Dayton Ohio/Montgomery County area to purchase illegal narcotics due to the narcotics being cheaper to buy in that area. From the time stamps on the pictures from Flock, it led me to believe that Raymond was enroute to back to the Greenville area and would likely come into town on US RT 36 or ST RT 571.
I relayed this information to the other Greenville Police Department officers who were on duty.
At approximately 1808 hours, P. O. Daugherty had located Raymond and the vehicle and had called out with him at the Alice Bish Park in the city of Greenville. As I pulled into the park parking lot, I observed Raymond by his vehicle and he appeared to be upset about being stopped for his window tint. P. O. Daugherty advised a female had left the vehicle by the time he pulled into the parking lot. I observed who I know to be Alisha Keith walking westbound on the bike path from the park. I was able to catch up with Alisha as she was approaching the East Main Street Bridge.
As I made contact with Alisha I asked her what she was doing which she stated she was meeting her boyfriend. I asked her what her and Raymond were up to which she stated she had asked him for a ride into town from a friend’s house. I advised Alisha that I had information that Raymond had picked her up and they had gone to Dayton. Alisha denied that she had gone to Dayton and that Raymond had just picked her up at her friend’ s. I advised Alisha I had Raymond’s vehicle down there today (Dayton area) recently and again asked her when he picked her up which she stated that it was just a little bit ago. I asked Alisha if she had anything in her bag which she advised she did not. I asked her if I could search her bag which she advised I could not because she did not do anything. I again asked Alisha where Raymond had picked her up at which she advised in Gettysburg and he had driven her into town. At this time I over heard radio traffic from P. O. Daugherty that sounded like he had just had to fight Raymond and he was now detained. Due to this I released Alisha and responded back to P. O. Daugherty’s location.
Upon my arrival back to P. O. Daugherty’s location, he advised Raymond had gotten combative with him. I walked over to where Raymond was now seated in the back of P. O. Daugherty’s police cruiser. I asked Raymond what his deal was which he advised he felt it was harassment because no one had ever told him about his window tint. I advised Raymond because he was detained I was going to read him his rights and preceded to advise him of his Miranda Rights which he indicated he understood. I advised Raymond I had received information about him today and asked him where he was coming from which he advised it was none of my business. I told Raymond he knew what I was getting at which he appeared to start to cry as tears began to fill his eyes and he stated he knew what I was getting at.
I asked Raymond how much was in the car which he did not answer and appeared to become more upset and stated his life was “fucked”. I advised Raymond that I knew there was stuff in the car which Raymond advised there was not. I asked him where it was at which he stated he did not know. I asked Raymond where he came from today and that I knew he came from Dayton. At this time Raymond did not answer me but his left leg began to shake extremely fast.
I asked Raymond to just give me some cooperation. I asked Raymond who he met in Dayton which he paused and did not answer but stated he wanted a Det. to talk to. I again asked Raymond who he met down in Dayton which he stated he did not know his name but he had his phone number. I asked Raymond if the “dude” he met was black or white which he advised he was black. I asked Raymond how much he paid for “it” which he did not answer. I asked Raymond if it was an ounce or more than an ounce which he did not answer. I asked Raymond if it was meth which he said, “fuck” and admitted that it was. I asked Raymond if it was more than an ounce which he advised it was two and a half ounces. I asked Raymond where it was in the truck which he advised it was not in the truck and he had already delivered it.
Raymond started saying he didn’t have to tell me and he could just “bullshit” with me but then stated it was a guy in Gettysburg. I asked Raymond who it was which he advised he did not want to tell me because he wanted to know what he would get out of it. I advised Raymond I had not decided what he was gonna get and it depended on what he gave me. Raymond went on to advise he bought two and a half ounces for $175 dollars. Raymond advised when you call the “guy” he tells you where to meet and you call him two or three times. I again asked Raymond if there was anything in the truck which he indicated there was nothing. I asked Raymond how much he kept for himself if he already delivered it which he advised none. Raymond advised that he can not afford to live life and was doing this to make some money.
Raymond went on to advise he had been using illegal drugs for 15 years. Raymond advise that he does not use a lot but he will do a “line” in the morning and one in the mid-afternoon. Raymond again began crying while stating his life was “fucked”. I asked Raymond when he last did a “line” which he advised while he was on his way down there today.
Raymond asked why he was not told about his window tint the other day when he was stopped. He went on to advise, “it was a good try” and that he had a gut feeling, so he dropped it off, but we would have had him two minutes prior. I asked Raymond who he dropped it off to but he did not answer. I asked Raymond if we could search his truck, which he stated we could not. I went on to advise Raymond that I had a K9 en route and that I have received information about him involving drugs from multiple people, including one today. I again asked Raymond who he dropped “it” off to the other night which he eventually told me who it was and where they lived. I asked Raymond what he got in return which he advised he normally gets “it” for $150 then he brings it back and sells it between $200 to $250 an ounce. I asked Raymond if he just gets the bulk and sells it as bulk which he advised that is what he does. Raymond advised he does not try and sell 20s ($20) or 30s ($30). Raymond advised he does sell 8 balls (3.5 grams) and he does sell those and advised of a person and where they lived that buys that from him. Raymond advised he would sell her $140 dollars worth a week.
I again asked Raymond who the guy in Gettysburg was which he advised there are two, Russell and Dave and tried to describe where they live. I asked Raymond where he picked it up at which he advised it was on Salem Road and it was at a beauty place on the left hand side. I described a strip mall area in the city of Trotwood Ohio after Wolf Creek Road on Salem Road which he advised it was there.
I asked Raymond how much he sold the stuff he picked up today for which he advised “he” prepaid for it. I asked Raymond how much he was prepaid for which he advised the guy gave him $300 and he had delivered him an ounce and a half for it. I asked Raymond how he met the guy he bought from which he advised he was introduced by another person and told me who it was but the guy he bought from is known as “Pete”. Raymond advised there are three different people that will deliver the narcotics to him and what vehicles they drove. I asked Raymond if he had the guy’s (Pete) phone number in his phone which he advised he did. I asked Raymond if they always meet on Salem which he advised no and sometimes he meets him at the “fitness place” but could not remember where that was.
At this time, Sgt. Combs with the Union City Police Department had arrived on scene with his K9 partner. I advised this to Raymond who stated, “I don’t give a damn about your K9”. Sgt. Combs had his K9 partner perform a free air sniff around the vehicle, which the K9 gave a positive alert for the presence of the odor of illegal narcotics inside the vehicle. I advised Raymond I was going to search his truck and again asked him if he dropped it off in Gettysburg, but Raymond stayed quiet. The truck was locked, so I began to retrieve the key to the truck that was in Raymond’s pants pocket. While doing so, I pulled out his wallet, which had a few dollar bills on top of it that appeared to be $20-$30 worth. I asked Raymond if this was all he had left from selling it, which he advised no and that the guy prepaid. I pointed out to Raymond that if the guy gave him $300 dollars and he paid $175 then he should at least have $100 and some left. Raymond did not say anything to this and I asked him if it was in the truck, which he advised it was. I clarified with Raymond and asked, “The dope is?” which he advised yes, what’s left of it.
While officers were searching the vehicle, P. O. Daugherty located a plastic baggie containing a white crystal substance which appeared to be meth. I used a digital scale and weighed the baggie which showed a weight of being over 5 times bulk of 15 grams but less than 50 times bulk of 150 grams.
I went back and spoke to Raymond and told him he lied to me and he did not drop it off and there was over two ounces in the truck. Raymond stated, “There is some under the truck too”. I turned around and noticed a plastic baggie containing a crystal like sitting on the ground beside the driver’s side rear tire. It was determined that Raymond had tried to conceal this plastic baggie while pacing around the truck.
Due to Raymond admitting to using his truck for coming and going to buy and sell illegal narcotics as transport, it was decided to seize the vehicle to submit for forfeiture. Hurds Towing responded to tow the vehicle. While the tow truck driver was hooking up the vehicle to tow it, he located another plastic baggie containing a crystal-like substance sitting in the area behind the driver’s rear tire.
The listed vehicle was towed to the Hart Avenue garage where it was secured in the parking lot.
Due to Raymond admitting to using his phone to communicate with drug dealers and users, I advised P. O. Daugherty to seize his cell phone to apply for a search warrant for the phone.
July 30, 2026 – At approximately 1712 hours, I was on routine patrol in a marked police cruiser in the area of Front Street and Hiddeson Avenue in the city of Greenville. While on patrol, I observed two subjects who I know as Sean Flatter and Michael Bowles walking. Both seemed to be walking together until they saw me and started to separate as if they were not together.
I circled the area and observed that once I had left, they rejoined and were now traveling westbound in the alley between Front Street and 13th Street. I know both subjects are known drug users and have a history of drug trafficking. From my training and experience, behavior like this is common when two subjects are trying to engage in a narcotics transaction and trying not to be seen by law enforcement.
I continued to watch where the subjects were going and soon saw both subjects walking through private property from the alley towards Front Street. I circled around and observed both subjects in the grass about to walk onto Front Street. Due to both subjects walking through property that did not belong to them and likely did not have permission to be on, I pulled up next to them on Front Street near Gray Avenue and exited my police cruiser to make contact with them. As I pulled up, Sean had been walking southbound towards front but once he saw I was stopped, he stopped and made a 180-degree turn and started walking back northbound in the yard and to a tree where he appeared to bend down.
As I exited my police cruiser, Sean was walking back southbound towards me. I asked Sean why he was cutting through yards he stated, “cops man, people” and that he walked through these yards all the time. I asked Sean if he had any weapons on his which he stated he did not and only had “a little weed” in his pocket. I asked Sean if I could search him which he said “go ahead,” and no contraband was located. I walked over to Michael and asked him if I could search him, which he allowed me to and no contraband was located.
Once P. O. Ward arrived on scene, I went over to the same tree in the yard Sean had gone to so I could see if Sean tried to hide something illegal prior to talking to me. I soon located 3 Buprenorphine and Naloxone 8 mg/2mg strips (Suboxone). Where I located the strips was right where I observed Sean bend down behind the tree area. Sean was detained in handcuffs, which were double locked and gap checked. Sean denied knowing anything about the strips. I advised Sean of his Miranda Rights and continued questioning Sean about the strips but he continued denying anything about them. I asked Sean if he had a prescription for the Suboxone; he stated he did not.
With Sean being on Parole, I contacted his Parole Officer and advised her of the incident.
Sean was released and advised he could face felony charges.
Sean’s CCH shows a conviction for felony drug possession making this charge a felony of the 5th degree.
The Suboxone strips were transported to the Greenville Police Department and placed into property as evidence.
WARRANT
August 3, 2026 – At approximately 1416 hours, I was traveling North on N Gray Avenue, in the area of 315 N Gray, in the city of Greenville. I observed a male subject walk out of the residence of 315 N Gray Avenue, who I recognized as Christopher Ha. I knew Christopher had an active warrant out of Darke County for the original charge of possession of drugs. I pulled over and advised dispatch I was out with Christopher and asked them to check him for any warrants.
I asked Christopher if he was aware he had a warrant and he stated he was under the impression that it was taken care of. Dispatch advised me that he did have an active warrant through Darke County for possession of drugs, and stated they would reach out for confirmation.
Shortly after dispatch advised that Darke County confirmed the warrant and I placed Christopher under arrest. I placed him in handcuffs, which were gap checked and double locked. I conducted a search incident to arrest of his person and he requested I give his vapes and car keys to his friend Korey Honeter.
I transported Christopher to the Darke County Jail. During the drive Christopher was still adamant that the warrant was not supposed to be out. I advised Christopher that I would make the jail staff aware of his concerns since the warrant was through Darke County and they confirmed it.
Upon arrival at the jail, I spoke with Captain David Hawes, and advised him of Christopher’s concerns, Captain Hawes advised me he would call the courts and look into the matter. Christopher was released to the jail staff.
August 1, 2026 – At approximately 2116 hours, I responded to the Greenville Police Department to serve a misdemeanor arrest warrant.
Upon my arrival, I made contact with Joseph Impson in the department lobby. Joseph stated that he wanted to turn himself in in reference to an arrest warrant through our department. I then spoke with dispatch who confirmed Joseph’s ‘Failure to Comply/DUI’ misdemeanor warrant, without bond, through our department. I then placed Joseph under arrest and into handcuffs that were gap-checked and double-locked. Joseph was searched incident to arrest with nothing located. P. O. Nibert then transported Joseph to the Darke County Sheriff’s Office, where he was released to jail staff.
