DARKE COUNTY – The Darke County Commissioners, Aaron Flatter, Marshall Combs, and Matt Aultmen were present at the June 12, 2025, session. The regular session began at 1:30 in the Administration Building. On the agenda was the regular session minutes from June 12th, which passed unanimously, with the exception of Commissioner Aultman, who abstained due to his absence. The examination and allowance of bills were presented for June 17th. The vouchers, including any “then and now” certificates in the amount of the General fund was $98,296.41; Outside General funds of $805,305.25 for a total of $903,608.66 were unanimously approved.
Sealed bids were opened for a 2.025-acre tract in Richland Township. The only bidder was Luke Subler, and his bid of $15,000.00 was accepted for review.
Various appropriation transfers were next. Darke County Adult probation transferred $44362.50 from various funds to salary full-time. Darke County Solid Waste transferred from other operating costs $ 700.00 to indirect costs. The Auditor transferred $25,000.00 from other operating to Facility maintenance and $70,000.00 to Land improvements+10. Darke County Ditch Maintenance transferred $10,200.00 from Full-time Salary to Part-time Salary, Term Vacation, and Term Compensation.
The engineer requested a fund advance back for the 2025 Sign upgrade grant, for a total of $23,998.60.and a revenue and appropriation decrease of $3.15.
The Sheriff had a Revenue Appropriation increase due to the 2025 Opioid Remediation Grant of $151,940.00
Transportation agreements between the Darke County JFS and the City and JFS and Spirit Medical were approved. The City contract will be from July 1st, 2025, to June 30th, 2026, and will be $22.65 per person each way within the city limits and Darke County. The Spirit contract will be $32.00 per person, $40.00 per person within Darke County, plus $3.50 per loaded mile per person each way, and Outside Darke County, $45.00 pickup charge plus $3.50 per loaded mile per person. It, too is from July 1st, 2025, to June 30th, 2026.
An agreement between Darke County JFS and American Legion Post 140 Honor Guard to acquire a 2015 Ford Van that JFS was declaring as junk to be sold to the Legion for $1.00. It was approved unanimously.
The property subordination of Christina Hammaker from the County to Park National Bank was finalized and approved by the commissioners.
The 2025 CHIP Program application for $700,000.00 was approved to be submitted. This includes the City of Greenville.
Darke County Grants advanced funds back from the local jail Capital Project Grant in the amount of $10,558.30.
Expense requests from the Sheriff, Common Pleas Court, and JFS were next. The Sheriff asked for $445.00 for Rachel Pickett to go to Columbus for Cloud Date investigation on June 24th and 25th. $150.00 for Brandon Peters for Documenting injuries and Death investigation, a Webinar on June 18th, and a Webinar on June 25th for $175.00 for Verbal Clues and Body Language. All were approved.
Tracy Drew will be attending the Ohio Court Management Program on July 8th-11th at a cost of $1,103.64. Rhonda McKinnis will attend OCSPA Leadership training in Westerville on August 24th-28th. The total cost is $980.00. Bonnie Whitesel will attend the OJFSDA Fiscal Symposium from July 23rd to 25th for $1,660.00. All expense requests were approved.
A non-monetary change order was approved between App Architecture and the County for the Wagner Avenue interior Renovation. Language only was changed in the contract.
Finally, the Commissioners journalized their proclamation for the Poultry Days World Record Chicken Barbecue. A total of 40,179 Chicken dinners were sold.
