DARKE COUNTY – All three Commissioners, Matt Aultman, Marshall Combs, and Aaron Flatter, were present on May 13, 2025. The meeting started at 1:30 p.m. The Commissioners’ first order of business was the reading of session minutes from Thursday, May 8th. They were unanimously approved. The session proceeded with the examination and allowance of bills from the May 12th and 13th meetings. Vouchers amounting to $3,964.25 out of the General Fund, and outside funds of $400,294.98, for a total of $437,259.23; all were approved for payment.
Six Fund Advances for Darke County EMA for various departments for salaries, and Susan Laux and Sally Keiser, an advance to cover BFS professional services for design and construction of a Box Hangar at the airport. The Airport terminal fuel tank demo grant from 2024, and a Brownfield Grant for the Hamilton property for salaries were all approved.
A fund advance back for Darke County Grants Lead Safe Ohio Grant for $152,990.00 was approved. The Auditors’ Department asked for two fund transfers to permanent improvements for $30,000 for touch-screen notebooks for various Departments. A second transfer, done annually, was from the General fund to Outside funds for the Permanent improvements for the county for $730,000.
A resolution for the 2023 Lead Safe Ohio Grant Funds for a Palestine property had a change order of $4,822.40. It was approved after some more damage was discovered at the property.
The Commissioners next approved an amendment to the County Credit card policy in which the County will not pay late fees, penalties, or finance charges on County cards per Ohio Revised Code 301.27. This is effective May 13th, 2025.
The Darke County Animal Shelter passed a resolution to allow the impoundment of companion dogs seized by law enforcement in the County in accordance with Revised Code 959.132, impounding and disposition of companion animals.
A notice of award was given to Patriot Engineering and Environmental, Inc. for the Darke County Remediation Program- Hamilton Property Assessment. The price is not to exceed $224,300.00. A request for proposal date was set for the Remediation program for the 1137 Sweitzer St. property. The due date is Friday, June 6th, 2025, at 1:00 p.m.
A Letter of Recommendation from Treasurer Scott Zumbrink was presented to the Commissioners to notify banks in June concerning the amount of active and inactive funds available for deposit. The recommendation stated that it should continue with Park National.
A letter of resignation from Luke Hocker, of the County Ditch Maintenance Department, was accepted. Two expense requests for Aaron Flatter and Marshall Combs to attend a recommended Ohio leaders’ White House meeting in Washington, D. C. May 19th-21st. The amount for each was $1,656.00.
A fund advance for $30,195.00 to cover the Deitemeyer Brothers Contract for the Roesch &Drew New Madison project and the Taylor Hollansburg project was approved. This will be advanced back once the revenue is received from the Grant. $3,350.00 was transferred from postage to Travel, Lodging, meals, for meeting expenses.
Finally, T-Cap funding through the Darke County Common Pleas court was submitted, and the Commissioners agreed to the plan and approved it.
