Commissioners talk form of agreements, Capital Improvement fund, and Permanent improvement projects

The Darke County Board of Commissioners met on Thursday afternoon to discuss agreements with Acess Engineering Solutions, the Capital improvement fund, and permanent improvement projects. Commissioners Matt Aultman and Larry Holmes were present.

The board approved a standard form of agreement with Access Engineering Solutions. This is for an engineering study for the Fort Jefferson Sewer System. This outlines the basic services that Access Engineering Solutions will perform and will not exceed $25,000. This money came from a grant and the study will be completed by the end of the year.

The board then approved Resolution (R -213-2023). This is a fund transfer of $600,000 from the general fund to the Capital Improvement fund.

“We’ve been doing this for quite a few years,” Commissioner Aultman said. “The Capital Improvement fund is to repair buildings and all major things that come forward. We drag our feet until we get collections of real estate taxes so there is a cash balance there to be able to transfer.”

The board then approved Resolution (R-214-2023). This is a transfer of appropriations for permanent improvement projects. It moves $59,407.42 from Machine and Equipment to Facility Maintence, $79,915 from Vehicle to Land Improvement, 151,362.42 from Vehicle to Building Construction, $1,500,000 from Consultant Services to Building Construction, and $900,000 from Constultant Services to Machine and Equipment. A total of $2,690,684.84

“We have a whole list of improvement projects,” Commissioner Aultman said. “Probably the biggest one is the heating and cooling system update out at Garst. These numbers are more budgetory numbers rather than final cost numbers.”
