DARKE COUNTY – The Darke County Commissioners’ December 2, 2025, public session started at 1.30. All Commissioners were present. The reading of the minutes from November 25 was first and approved, and the examination and allowance of bills was next. The General Fund total was $45,694.12. The Outside General funds were $81,310.25, and the total was $127,004.37, which was approved.
A Proclamation was signed in support of the Fish Pantry on Markwith Avenue in Greenville prior to the session at 1:15. Anyone wishing to donate may do so at 400 Markwith Ave. Cash Donations are also greatly appreciated at this time of year.
Sealed bids for the Board of Elections Interior Renovation project were read and accepted for review.
Various departments transferred appropriations. The Board of Elections transferred $5,000.00 for 22 DUO subscriptions, and the Commissioners transferred $1,741.91 to pay Doss invoices. The Airport needed additional appropriations for Rumpke, consisting of $20.00.The Sheriff transferred $930.00 for freezer repair. The Commissioners transferred $3,300.00 for vehicle body work and $ 350.00 to pay for HR Certification testing.
Darke County Grants had two fund advance backs from the 2024 CDBG Grant, both for different projects. The first advance back was for $3,683.35, and the second for $7,316.65.
A long time agreement between Wayne Health Care and the Commissioners for TB Testing was approved. Wayne Health care will charge the County $75.00 per event, and this amount has not changed for years. The agreement is from January 1, 2026, until December 31, 2026.
The Commissioners then approved the Authorization to file for the Brownfield Remediation Program for two properties. One location was at 210 Elm Street, Union City and the other for 8461 Pitsburg-Laura Road, Pitsburg.
JFS received its monthly support for Children’s Services of $61,199.84.
The Grants Dept. had 2 fund advances: one for the 2025 Box Hangar Grant of $11,753.40, and the other for the 2025 Weather Station Grant of $617.00 to cover July-September salary reimbursement for Susan Laux.
Two expense requests were next. The H.R. Dept. requested $110.00 for Lynda York to attend the CLCCA winter meeting in Columbus on December 5th, and for Judge Julie Monnin for $1,024.00 to cover expenses for the Municipal County Judges Conference, January 27th-30th, 2025, in Dublin, Ohio.
Various departments had appropriation transferred next. The Animal Shelter transferred $1,000.00 to cover the mailing of 7000 dog license applications. The Sheriff, $835.00 for water and sewer bills, and the Auditor to cover health insurance for the rest of the year. That total was $674.00, and the Common Pleas court for $125.00 to cover membership costs for Camille Harlan.
Darke County Ditch Assessments had a fund transfer of $1,000.00 to cover the annual TB transfer per the 2025 Appropriations.
The Sheriff then had a fund advance back of $3,388.71, and was approved.
A proposal from Julian & Grube to assist the Auditor with advisory services was submitted next. The proposal for quarterly services will be $5,040/yearly.
A termination of contract between Slagle Mechanical and the Commissioners was approved.
There will be no session on December 4, 2025.
