DARKE COUNTY – All three Commissioners were present at the July 8th regular meeting. The meeting started at 1:31 p.m. The Commissioner’s first order of business was the reading of session minutes from Thursday, the 3rd. They were approved. Next, a motion to approve the appointment of Kim Bair as the new Assistant. Clerk was approved. The session proceeded with the examination and allowance of bills for July 8th. Vouchers amounting to $5,777.18 from the General Fund, and outside funds of $89,172.77, totaling $94,949.95, were all approved for payment.
A proposal was accepted from Rumpke for the Darke County Solid Waste Tire Recycling Day, Sept. 17th, 2025. The bid totaled $20,574.84.
The Animal Shelter transferred funds from other operating to Vehicle Supply and parts for a 2017 Police SUV that is a new vehicle for the shelter. The total transfer was $2,944.90.
Darke County Grants awarded a consultant contract to Soil and Materials Engineers for the Treaty Lanes building on Sweitzer St. The contract was awarded November 26th for $201,000.00 as part of the Brownfield Remediation Grant.
The Darke County Sheriff requested a services agreement with TimeClock Plus, LLC. The agreement is for a three-year term, with a total value of $7,505.00. The agreement was approved.
Opiod Advisory Board members were accepted. They were Commissioner Flatter as Board Chair until 6/8/2028., Chief Deputy Auditor Shana Howard until 2028, Brian Phillips until 6/8/ 2027, Terri Becker until 6/8.2027, Sgt. Tyler Young until 6/8/2027, Jordan Francis until 6/8/2026, James Mollette/ Amber Richardson until 6/8/2026, and Anna Varvel until 6/8/2026
The Commissioners denied the annexation of Family Health into the City of Greenville. Their reasoning is provided below.

Resolution (R-240-2025) Filed Annexation of 21.558 + Acres, more or less in Greenville Township Darke County, OH
WHEREAS, the Annexation Hearing for the above referenced Petition was held on Tuesday, June 24, 2025 at the Birchwood Training Center located at 5844 Jaysville-St. Hohns Road, Greenville, Ohio; and
WHEREAS, the minutes are attached to this Resolution and the entire recording of the hearing for said annexation can be heard/ acquired from the Board of Commissioners; and
WHEREAS, in the past, annexations in Darke County included agreement between all levels of government of the need or approval to annex a property into the municipality by signature, minutes, ets. showing their agreement and approval. Through this whole process, the Commissioners did not hear from the Greenville Township trustees on their thoughts either way or any other Greenville City Council members or Mayor on their support or denial of the annexing this process; and
WHEREAS, a Municipal Statement of Services was not filed by the City of Greenville to the Board of Commissioners twenty (20) days prior to the hearing; and
WHEREAS, under item (6) of ORC 709.0033 (A) the Board of Commissioners need to determine if a benefit to the general good of the territory proposed to be annexed. After the testimony at the hearing, it was shown that there would not be any benefit to the territory that they are not already receiving; and
WHEREAS, the property has been receiving sewer and water services from the City of Greenville since 1988 and paying the City for such services at an agreed upon rate and receiving EMS services from Greenville Township. This would not change if the annexation was approved or denied. However, the burden of law enforcement would transfer from the current service of the County Sheriff to the City of Greenville along with fire protection primary from the Township with the City as a backup with an approved annexation. Also, the law enforcement and fire would be an extra cost to the City of Greenville that is currently covered by real estate taxes to the business if the annexation would be approved.
WHEREAS, the major change to the property and business if annexed would be a city income tax being imposed on all the employees working there; and
WHEREAS, the business is a valuable resource providing necessary medical services to our community, and the Board of Commissioners does not want to affect this business adversely due to this process; and
WE THEREFORE RESOLVE, in accordance with Uner item (6) of ORC 709.0033 (A), we do hereby approve/deny said territory into the City of Greenville, OH, and hereby order a certified copy of this resolution be filed with the Agent for the petitioners, the Clerk of the legislative authority of the municipal corporation to which annexation is proposed, and the Clerk of said township; and
