DARKE COUNTY – The Darke County Commissioners’ regular meeting December 9, 2025 started at 1:30 p.m. with Commissioners Aultman, Combs, and Flatter present. The Commissioners then approved the minutes from December 2nd. Then, the examination and allowance of bills for December 2nd, 4th, and 9th were presented. The totals were $94,998.93 for the General fund, $152,683.16 for outside funds, and a total of $247,682.09
Transfers of Appropriations were next. The Commissioners, Common Pleas Court, and Municipal Court all presented transfers. Common Pleas transferred $3,657.96 to cover chairs, chair mats, and a refrigerator for the jury room. The Commissioners transferred $3,400.00 to pay the SilverSky invoice, $392.18 for Vandalia rental invoice, and $250.00 to cover phone repair service. The Municipal Court transferred $66.15 to cover interpreting services.
The Commissioners then approved the attaining of outside counseling to assist the prosecuting Attorney because of a conflict of interest.
The Darke County EMA requested a fund advance for a federal reimbursement grant that will be advanced back once the grant is received. The advance was for $49,317.00.
A memorandum of understanding from JFS to address child abuse and neglect was introduced to clarify the roles and responsibilities of each agency in the provision of Child Protective Services.
An appointment of a second social worker, Reece Arnett will be effective 12/15/2025.
A fund transfer from the Commissioners for the annual Board of Elections voting machines in the amount of $36,000.00 was approved.
The Grants Deptment requested a fund advance back be accepted for $77,733.00 for the 2022 Building/Demo revitalization grant for various projects, and another advance back for $199.176.50 for other parts of the grant were accepted.
The Commissioners and the Indigent Legal Assistance Fund had an agreement effective January 1, 2026 until December 31, 2026.
Darke County Municipal Court had a revenue and appropriation increase of $5,443.50 from electronic monitoring and house arrest of the municipal court.
Darke County Common Pleas and JFS had expense requests approved. D.C. Adult Probations requests for Kelsey Monnin for the Introduction to Success Planning in Newark, Ohio. She attended on December 3 and 4, 2025. The cost was $244.58. JFS will send Carla Allen to the General membership meeting on December 11-12 in Columbus. The cost is $50.00.
The Commissioners then authorized the making of the application for the Ohio Airport Improvement grant for 2026 for a box hangar of 5,500 square feet. Then the Commissioners approved the authorization to make an application from the same grant but for a hangar 0f 2,000 square feet. These were phases I and II.
A quote for the Demolition of the Yankeetown Church from Mikesell Excavating was accepted for $27,200.00.
Darke County Grants had two fund advances. One for the 2024 Brownfield Grant for Cross St. in Palestine for $850.00, and one for the 2024 Building Demo/Revitalization Grant to cover EPA certifications for $2,024.75.
The monthly inventory and obligations report was journalized.
