Commissioners amend resolution for a Water Pollution Control Fund Agreement

GREENVILLE – The Darke County Board of Commissioners met on Thursday afternoon to discuss an amendment to Resolution (R-298-2023) and more. 

Commissioners Matt Aultman, Marshall Combs, and Larry Holmes were present.

The board approved Resolution (R-416-2023). This authorizes the commissioners to apply for grant assistance through the Ohio Department of Transportation’s Office of Aviation. This is for the Ohio Airports Improvement Grant for the Construction of Terminal Access Rd Phase 4/5. 

The board also approved Resolution (R-419-2023). This is a fund transfer of $121,131.25 to cover the cost of operating expenses for ditch work in the 3rd and 4th quarters of 2023. 

The board then approved Resolution (R-420-2023). This is a Fund Advance of $94,694.36 to cover payment to Westerheide pay application #10 services through 11/30/2023. This will be funded back to the General Fund when the revenue is received from the 2022 FAA Terminal Infrastructure Grant. 

The board also approved Resolution (R-421-2023). This is a Revenue and Appropriation Decrease for the Darke County Sheriff through the 2023 SHEP Grant. This decreased revenue and appropriations by $13,246.26. 

Lastly, the board approved amending Resolution (R-298-2023). This resolution authorizes Darke County to apply, accept, and enter a Water Pollution Control Fund Agreement. The amendment is in section 1 of the resolution that now states the Board of County Commissioners Chairman is authorized to apply for a WPCFL loan, sign all documents for, and enter into a WPCLF with the Ohio Environmental Protection Agency and the Ohio Water Development Authority. 

“We applied for the design portion of the Ft. Jefferson Sewer District,” Commissioner Aultman said. “During the application process, the review came back this morning that we had named Access Engineering as the point to sign and do whatever on behalf of the county. The state EPA sent it back to us and said we are not allowed to do that; it has to be a governmental entity.”
