DARKE COUNTY – The Darke County Commissioners’ regular October 31, 2025, meeting started at 1:30 p.m. with Commissioners Aultman, and Flatter present. Commissioner Combs was absent on other business. The Commissioners then approved the minutes from Oct. 30th. Then the examination and allowance of bills for Oct. 30th were $61,144.14 for the General fund, $129,747.11 for outside funds, and a total of $190,891.25
Transfers of Appropriations for various departments appeared first on the agenda. D.C. Common Pleas transferred $115.00 for member dues, the Prosecutor’s office transferred $1,000.00 for Travel, Lodging, and Registration, and the Animal shelter transferred $2,550.00 to cover utility costs for the rest of the year. All were approved.
Revenue and Appropriation increases were from the 2025 Pet Grant for the Animal Shelter. The Grant was for $2,500.00.
Apron and taxiway resurfacing for the airport design and construction services was next. The Engineering firm of Butler, Fairman & Seufert, Inc. will do the work, and not to exceed $67,760.00. A grant application will be filed prior to March 1st, 2026. This is an ODOT project #26-23.
A memorandum of understanding between the Commissioners and BHE, L.L.C., for 110 Cypress Street in Greenville was presented. The services from BHE are Lead Hazard Control for $42,000.00, plus documentation on flood plain reviews, income below 80%, any child under six, and to document a pregnant woman living in the household. BHE will provide up to $70,000.00 in lead control grant funds to make the property lead-safe.
Darke County Grants had a fund advance for the 2024 Brownfield-Treaty Lanes Grant. The advance was for $1,376.00.
The Engineer had a revenue and appropriation increase, then a fund advance from outside fund to outside fund. The Revenue increase was $16,124.00, as the engineer’s share was lower than expected. The Transfer in was for $283,875.80, to cover the engineer’s share of the grant.
Expense requests for the Prosecutors’ office totaled $1,407.90 for James Bennett to attend the 2026 NDAA Homicide Conference in New Orleans, Jan. 13th-15th, 2026, and $844.74 for Deborah Quigley to attend the 2025 OPAA Annual meeting in Columbus, Dec. 4th-5th, 2025.
Darke County Grants had a fund advance back from several fund advances for previous projects. The total advance back was for $57,172.40
Finally, the Darke County Commissioners approved a fixing of the date for the Board of Elections Interior Renovation Project. Bids will be received at the Commissioner’s office until 1:00 p.m. on November 25th, 2025. Bids received after 1:00 p.m. will be returned unopened.
