ARGUMENT
August 25, 2026 – At 0037 hours, I was dispatched to SureStay Hotel, 851 Martin Street, Greenville, Ohio 45331, in reference to the Darke County Sheriff’s Department received a 911 call from telephone number 937-701-3544. Upon attempting to make contact with the 911 caller, dispatch was able to hear subjects yelling before the caller hung up on dispatch without responding.
Upon arrival, the hotel receptionist stated she was not aware of any issues within the hotel; thus Sergeant Alan Smith and I proceeded to walk the hallways, during which, we found activity going to/from room 210. I spoke to Jayla Payne and Jason Kinser, who were staying in room 210 and stated they were involved in a verbal argument. Payne further stated during the argument, they accidentally called 911 and upon realizing they called 911, they panicked and proceeded to shut off the cellular phone.
Payne and Kinser have been in a dating relationship for approximately eight months and the verbal argument did not escalate to physical violence. After speaking with Payne and Kinser, both subjects stated they would remain in the hotel room with Payne’s two children, Cade Payne (5) and Kiser Payne (4), who were present during the verbal argument.
CPO
August 25, 2026 – At approximately 1458 hours, I was dispatched to Greenville PD in reference to a report of a CPO (Civil Protection Order) Violation.
Upon my arrival to the PD a met and spoke with the complainant/victim, Sara Parkman. Sara advised me she currently has an active CPO against her soon-to-be ex-husband, Bradley Parkman. She advised that on this day her internet had been shut off by Bradley and that she currently has an active CPO against him and his actions of having the internet shut off to their former shared residence at 1403 N. Chippewa Street in Greenville, was a violation of the active CPO against Bradley. I was able to speak with dispatch and locate a copy of the active CPO. It was found that in section two of the active CPO, it did state that the recipient of the CPO, Bradley, is not to interfere or have shut off any services such as Cable or internet to the former couple’s previously shared residence at the listed address on Chippewa Street. I was able to confirm with Sara via Spectrum Internet Services, that the internet was shut off. Sara was able to provide me with a cell phone number for Bradley, so I was able to make contact with him.
I contacted Bradley via the cell number provided by Sara. Bradley advised that he had spoke with Spectrum on the evening prior to the day and advised them that he would like to have his name taken off the bill for the address on N. Chippewa. He advised that he was attempting to take his name off this bill because he wanted to start service at another address and was unable to because of the already existing bill in his name to the N. Chippewa address. Bradley advised that he believed once his name was off this bill that Sara’s name would automatically be put onto the bill because of her continued residency at the listed Chippewa address. Bradley advised that on this day, when he had woke up, he found that spectrum did take his name off the bill but had also shut the internet off to the listed residence. He advised that he had known, at that time, that cancelling services was a violation of the CPO and began speaking again with Spectrum to get the services turned back on and was eventually able to get service to the residence turned back on.
I was able to confirm via emails sent to Bradley that the internet was in fact turned back on prior to Sara coming into the PD and making the report of the CPO violation. The emails showed the internet to be re-established at the residence and working. He advised that it was not his intent to stop the internet service at the residence but merely wanted to take his name off the bill so that he could start services elsewhere for him to have internet. Bradley was also able to provide me with the password to the account so that I could relay that to Sara for her to confirm all services were back working.
I was able to speak with Sara again and advise her of the emails from Spectrum to Bradley and also the password to the account that Bradley provided. Sara advised that if he had the internet turned off knowingly that she wanted to pursue charges against Bradley for the violation of the CPO that is clearly marked in section two of the active CPO paperwork. Sara was informed of what had happened with the information provided by Bradley and stated she just wanted to have her internet turned back on. Due to being unable to establish Bradley’s intent with having the internet shut off and the fact that once realized the internet had been shut off, Bradley began working on and eventually got the internet turned back on at the residence prior to speaking with officers, it was discussed with my superiors and agreed upon that there would be no charges issued to Bradley at this time. I was able to again speak with Sara and advise her of the decision on the charges and explain to her why there would not be charges in this case and she advised that she understood and that her internet was in fact on and working at this time.
There will be nothing further in this case and the matter should be considered closed.
DISORDERLY
August 28, 2026 – At approximately 0054 hours I was dispatched to 909 E Main Street in the City of Greenville Ohio, in reference to a disorderly subject.
Upon my arrival I made contact with Marvin Walker Jr. who was not wearing any pants, had one shoe, carrying a purse, and appeared to be disoriented and possibly intoxicated. Marvin kept placing his belongings on a vehicle parked in the driveway and was attempting to get in the vehicle. The vehicle was bearing Ohio registration JSH9858, which belonged to Sarah Lakes at the above-listed address. Marvin believed the vehicle was his and kept saying he had the title to the vehicle but did not provide said title.
I asked Marvin where he was coming from and he stated he was staying with his sister Tracy Roberts but did not know where she lived. Marvin kept pointing at 909 E Main St. but the residents stated they did not know who he was and he has never been there before. I continued to ask Marvin whether he knew what city or state he was in and he could not give an answer, he thought he was in Michigan, Texas, or Tennessee. He also did not know what day of the week it was.
While I was speaking to Marvin, P. O. Kiryluk spoke with the owner of the vehicle and the complainant. Loren Campbell advised that he was sleeping and was woken up by a noise from the front of the house. He saw a man trying to get into Sarah Lake’s vehicle. Loren advised that he saw the man, Marvin, get into the vehicle and started putting his belongings into it. Marvin then went to the front door of the house attempting to get inside. Marvin then walked back to the vehicle, but it was locked at that point, and he just stood there until officers arrival.
Marvin could not give a consistent answer when he arrived in Greenville and where he was trying to go. Marvin was placed under arrest for vehicle trespass and disorderly conduct. He was placed in handcuffs that were gap-checked and double-locked. He was searched incident to arrest and no contraband was located. He was placed in the back of my cruiser and transported to the Darke County Jail to be incarcerated. He was later cited at the Jail and given his copy of the citations and advised of his mandatory court date and time. I checked my cruiser before and after transport and no contraband was located.
While I searched Marvin’s belongings a vehicle title was in his bag. The title belonged to a Madeline Deem out of Kansas City, Missouri on a 2013 Audi Sedan and had her endorsement on the back. I contacted the Missouri Police Department, and they advised there was no active case regarding the vehicle or title. The vehicle has not been located in Greenville or Darke county at this time. The title was left at the jail with the rest of Marvin’s belongings.
DOMESTIC
September 1, 2026 – At approximately 0902 hours, I was dispatched to 206 River Street, Greenville, Ohio 45331 in reference to a report of a domestic dispute.
Upon my arrival, I spoke with the complainant, Sandra Johnson. Sandra advised her nephew, Joseph Reed and his wife, Shannon Reed were arguing throughout the night. Sandra advised in the earlier morning hours, it seemed as if they were arguing over the phone however; a few minutes before calling the police, Shannon was at the residence arguing with Joseph behind the residence.
I then spoke with Joseph who advised he asked Shannon to leave him alone due to being involved in prior domestic calls with her.
Joseph advised he is on Probation and is also on house arrest. Joseph and the complainant denied anything physical took place and it was all verbal. P. O. Hall and I patrolled the area and were unable to locate Shannon. The complainant refused to fill out a witness statement form for this incident.
TRAFFIC STOP
August 30, 2026 – At approximately 2334 hours I observed a 1998 Dodge pickup truck bearing Ohio registration LAH1564 traveling northbound on Sweitzer Street in the City of Greenville. The vehicle’s front passenger-side window tint appeared to be darker than the legal limit of 50% Visual Light Transmission (VLT). The window tint was so dark that I could not see inside the vehicle when it passed by.
I observed this vehicle parked in the parking lot of Speedway South several minutes prior when I was on routine patrol. I drove into the parking lot and observed Keith Mitchell in the driver’s seat of the vehicle with his window down. Keith saw me and appeared to put his head down as I drove by. Keith is known to be involved with possessing and selling illegal drugs. On January 13th, 2026, the Greenville Police Department executed a search warrant at his residence and large amounts of illegal drugs were located and that report number is 26-G00044.
I conducted a traffic stop on the vehicle in the 200 block of Birt Street and the vehicle pulled into the parking lot of 225 Birt Street. P. O. Nibert arrived on scene approximately four seconds after I initiated the traffic stop. I exited my cruiser and made contact with the driver, Keith Mitchell. I tested the front driver’s side window tint with my tint meter, and it showed that the window only allowed 22% VLT. I asked Keith to provide me his driver’s license. Keith stated he did have his driver’s license but started tearing the window tint off of his window. Keith continued to rip the window tint off the window for approximately 40 seconds without providing his driver’s license.
I have conducted many traffic stops on vehicles for illegal window tint, and I have never had anyone start ripping the window tint off on the traffic stop. I ordered Keith to exit his vehicle so that I could retrieve my K-9 partner Kilo out of my cruiser to conduct a free air sniff around the vehicle.
Keith asked, “What for?” and I ordered Keith to exit the vehicle several more times. Keith reached over to the passenger side of his truck and locked the door and exited his vehicle. Keith stood with P. O. Nibert while I retrieved Kilo out of my cruiser.
Kilo conducted a free air sniff around the exterior of the vehicle. Kilo positively alerted to the presence of the odor of narcotics in the vehicle. I placed Kilo back in my cruiser and went back to Keith’s vehicle and found that both doors were locked. I asked Keith about the locked doors, and he denied having the keys in his pockets. I looked inside the vehicle and observed the keys in the ignition. Sgt. Prickett and P. O. Nibert attempted to use the lockout kits in our cruisers to unlock the door.
While Sgt. Prickett and P. O. Nibert were attempting to unlock the door, I advised Keith of his Miranda warning. I asked Keith if there were any illegal drugs in the vehicle and he stated there was not. Keith began speaking about how officers were destroying his truck by trying to unlock it. Keith asked, “What if you did find something I had forgotten about?” and I asked him, “What do you mean?”. Keith stated, “I don’t know, I used to have shit all over the place and I don’t know if I’ve got anything”. I stated, “So, you’ re not 100% percent if there is anything in the car or not” and Keith stated, “I don’t know, I cleaned it out yesterday”. Keith began telling me that the toolbox on the truck may have “Something” in it. I asked Keith, “If it were drugs what would it be?” and Keith stated it would be methamphetamine in the toolbox. Keith stated there could be a small bag of methamphetamine in the toolbox.
I had overheard Keith speaking with P. O. Nibert earlier in the stop when I was attempting to open the door. I heard Keith ask P. O. Nibert about speaking to the Greenville Police Department’s narcotics investigator. I asked Keith why he wanted to speak to a drug detective and he stated he wanted to speak with him about a prior case that he is facing four years in prison for. I told Keith it is probably too late to speak to the drug detective.
Keith asked, “What about this one?” and I stated, “You have to be honest with me, is there anything in the car?”. Keith stated he did not think there was anything in the car. I told Keith that we were going to get in the vehicle and search it. I told Keith he needed to be honest with me, but I could not promise him that a drug detective would want to work with him. Keith asked if I would take him to jail tonight and I stated that I would not. It should be noted that typically if an Officer locates a small amount of illegal drugs in a vehicle, the driver is not arrested on scene, and the drugs will be sent to BCI for analysis. Keith stated, “There is quite a bit in there then” and I asked, “What is it?” and Keith stated “Meth”. I asked Keith how much methamphetamine was in the vehicle, and he stated he had 40 grams of methamphetamine in his bookbag. placed Keith in handcuffs; they were double-locked and gap-checked. I asked Keith if he locked the doors to the truck when he exited to stop us from searching the vehicle and he stated “Yeah”.
P. O. Nibert was able to get the door unlocked and I began searching the vehicle. I located five 8mg Buprenorphine Naloxone tabs in the bookbag. Keith later admitted that he does not have a prescription for the Buprenorphine Naloxone tabs. I located a large plastic bag that contained a white crystal substance that was inside of a small multi-colored box in the bookbag that appeared to be methamphetamine based on my training and experience. I located a small bag of marijuana and a scale. I also located a bundle of small plastic bags that based on my training and experience are used by narcotics dealers to distribute narcotics to their buyers.
P. O. Nibert located a small plastic bag containing a white crystal substance in the toolbox that also appeared to be methamphetamine along with a suspected methamphetamine pipe. P. O. Nibert also located Keith’s wallet that contained $211.00 cash.
I weighed the large bag of methamphetamine with Keith’s scale, and it weighed approximately 53.75 grams. I weighed the small plastic bag of methamphetamine with Keith’s scale, and it weighed approximately 0.97 grams. I later collected both bags containing methamphetamine, the methamphetamine pipe with white and black residue, the Buprenorphine Naloxone tabs, the bundle of small plastic bags and the scale and placed them into evidence at the Greenville Police Department. I seized the $211.00 that was in Keith’s wallet and placed it into evidence as well because it is likely related to a drug transaction.
I placed Keith into the back seat of my cruiser and transported him to the Darke County jail where he is being held on charges of Possession of a controlled substance and Obstructing Official Business. The back seat of my cruiser was checked before and after transport, I found nothing.
I returned to the Greenville Police Department and field tested the suspected methamphetamine with a Narcotics Identification Kit (NIK) which tested positive for methamphetamine. P. O. Conway took a photograph of the positive NIK test. P. O. Conway also took photographs of all the seized illegal drugs and drug paraphernalia and added them to this incident. All suspected methamphetamine will be sent to the lab for analysis.
WARRANT
September 2, 2026 – At approximately 1659, I went to 5438 State Route 49 #22 to make contact with Brian Klosterman who as an active arrest warrant through the City of Greenville for obstructing official business.
Upon arrival, I made contact with Brian and placed him in handcuffs. The handcuffs were double-locked and gap-checked. Dispatch confirmed the warrant through LEADS/NCIC.
I placed Brian in the back seat of my cruiser and transported him to the Darke County Jail, where he was released to jail staff.
I checked the back seat of my cruiser before and after the transport and located nothing.
August 31, 2026 – At approximately 2006 hours, a known wanted subject was apprehended in the 600 block of Walnut Street.
While on routine patrol, I observed James Hankins walking out of the driveway of 615 Walnut Street. I had prior knowledge that James had an active warrant for his arrest out of Preble County Ohio. Upon making contact, I advised James of his warrant. James was placed in handcuffs which were gap-checked and double-locked. GPD dispatch confirmed James had a warrant out of Preble County through LEADS/NCIC for failure to appear for trespassing.
James was searched incident to arrest, and no contraband was located on him. I transported James to Darke/Preble County line where he was released to Eaton Police Department. The back seat of my cruiser was checked before and after transport and no contraband was located.
August 28, 2026 – At approximately 1934 hours I apprehended a known wanted subject.
On the above date and approximate time, I observed a dark colored Chevy on Sweitzer St parking in the Speedway parking lot. I ran the plate through LEADS/ NCIC and discovered that the registered owner had two active warrants. Darke County Sheriffs Office warrant for FTA on obstructing police bond $10,000, and Butler County Sheriffs Office warrant for grand theft.
I activated my overhead lights and made contact with the driver, he was able to provide is ID and was identified as Jason Burke.
Dispatch ran Jason’s ID and was able to confirm both warrants, placed him into handcuffs that were gap-checked and double-locked. Jason was transported to the Darke County Jail where he was released to jail staff.
