Many Fund Advances, Revenue Increases, and Advance Backs for Darke County Grants

DARKE COUNTY – The Darke County Commissioners’ May 14, 2026, regular meeting started at 1:30 p.m. with Commissioners Aultman and Flatter present. The Commissioners then approved the minutes from May 12.

The Examination and Allowance of bills dated May 14 were presented. The General Fund amount was $71,253.76, and the Outside General Funds were $274,264.57, totaling $345,618.33. They were approved.

An OSU Extension update was provided by Mercedes McFarland.

The Auditor, Ditch Maintenance, and Common Pleas Court had Appropriations Transfers. The Auditors transfers were  for $500.000.00 to cover the Law Library, OSU, Edison Projects and Courthouse and Sheriff Chillers. Ditch Maintenance Transferred $1,794.87 for Sewer Insurance Premiums and Maintenance, and Common Pleas for $800.00 to cover a copier lease agreement.  All were approved.

Darke County Grants had 3 fund advances: one for $25,000.00 to cover Engineering costs for the Fort Jefferson Sewer System, one for $4,640.00 for the DLZ Architecture Jail Study, and $ 4,000.00 for Choice One Engineering for the Castine Sewer Project.  The Grants Dept. also approved a bid from Flory Landscaping for the Village of Palestine Sidewalk replacement project, totaling $32,250.00.

A notice was given for the second reading of the CHIP Grant Program. The Date is Tuesday, June 2 , at 10:30 a.m. in the Hearing Room at the Commissioner’s office.

A public hearing will take place on Tuesday, June 16, at 8:00 a.m. A proposed amendment to the Subdivision Regulations to require a 30-foot-wide Curtain Drain easement to the closest County ditch for every new parcel less than 20 acres, and may contain a septic system.

 A letter to the Ohio EMA State Disaster Relief program to request supplemental financial assistance totaling $10,665.47 for damage from the Winter Storm on January 24-27 was approved.

The 2024 Building Demo/Revitalization Grant advanced $4,059.00 for salary reimbursements for Sally Keiser.

 Darke County Grants then had 6 fund advances. The 2024 Building Demo/Revitalization Grant advanced $4,059.00 for salary reimbursements for Sally Keiser..The 2024 CDBG grant for $7,316.28 to cover Susan Laux’s salary, and $352.88 for the 2025 Brownfield Palestine grant to cover Susan’s salary. $4712.76 was advanced for the 2025 Brownfield Hamilton, $$5,115.08 for the 2025 Brownfield Treaty Lanes Grant for Sally and Susan’s salaries, and the 2023 Lead Safe Ohio Grant for salaries for both of them for $4,312.87. All were approved.

Darke County Grants then had a Revenue and Appropriation transfer of $41,290.00 for the 2024 Building Demo/Revitalization Grant. This was unknown revenue at the beginning of the year and was approved.

Darke County Grants then had an Advance Back from the 2024 Building/ Demo/ Revitalization Grant of $20,645.00

Students from Tri-Village High School were in attendance today, and after questions, the session was suspended from 1:56- 1:59 p.m. for the Commissioners to sign Attendance sheets for the students. Then, the session was back in at 1:59 and at 2:00 p.m. back out for Executive Session. Executive session ended at 2:04, and the session finally ended at 2:07.
